Role: IT Program Manager
Location: Hybrid - Richmond, Virginia - 3 days/Week onsite.
VISA: US citizen, GC holder, and H1B can apply.
Candidate will lead and manage Project & Product delivery program team using Agile, SAFE, Waterfall, and Kanban methodologies. This includes working with Release Train Engineers (RTEs), Project Managers, and Scrum Masters to ensure delivery of initiatives. Working closely with all stakeholders including senior leadership, business, cross-functional teams, and vendors.
This position's specific responsibilities and duties will include, but are not limited to:
- Oversee initiatives for the program
- Work with business to collaborate and deliver the initiatives
- Oversee work in assigned program to ensure consistent delivery
- Assign resources to complete initiative planning and delivery
- Monitor and report deviations to the critical path of the initiative
- Define and monitor the control points for the program
- Ensure compliance with VDOT and VITA policies, standards, and guidelines
- Work with peers and subordinates to define strategic direction for the assigned program
- Become an expert in VDOT and VITA project management procedures and requirements
- Become proficient in the use of the division core project management tool, Microsoft Project Online (POL)
- Establish and maintain Agile Project Management, Scaled Agile, Kanban, and Waterfall frameworks and their supporting practices
- Monitor initiatives for policy and procedural compliance
- Identify and escalate risks and issues to ensure mitigation and keep the program on track
- Guide RTE/SMs and PMs in risk management and organizational change management
- Assist project managers in defining critical paths, managing schedules, and budgets
- Define and track KPIs for the program
Minimum Qualifications
- Ability to manage multiple initiatives simultaneously, ensuring timely delivery aligned with strategic goals
- 10+ years of experience leading and managing teams with direct reports
- Strong leadership and team management skills
- Excellent communication and presentation abilities
- Problem-solving skills with creative challenge handling
- Experience in budgeting and financial management related to product lines
- Effective interaction with customers and project teams
- Proficiency with project management tools, methods, and practices
- Excellent oral and written communication skills
- PMP certification
- Advanced skills in Microsoft Project Professional
- 15+ years of experience with Waterfall, Scrum, Agile, SAFE, and Kanban methodologies
- 15+ years managing complex projects with multiple workstreams and significant organizational change
- Ability to adapt quickly to changing priorities and provide leadership
- Strong understanding of MS Project, Project Server, SharePoint, Teams, Planner, Azure DevOps, and Power BI
- Ability to assess risks and implement mitigation strategies
- Understanding of project portfolio and lifecycle management processes
- Knowledge of governance processes and organizational change management
- Ability to manage the project critical path effectively
- Strong facilitation and collaboration skills
- Experience developing new processes incorporating best practices
- Ability to create clear procedural documentation
- Effective articulation of thoughts and ideas for new initiatives
- Self-starters who can support newly developed initiatives
