The Virginia Department of Transportation (VDOT) offers an exciting opportunity to serve as an IT Program Manager in our Information Technology Division, located in Richmond, VA. In this role, you will supervise staff managing specific IT functions within a single IT Portfolio, including but not limited to: Project Management, Customer Relationship Management, Data Management, BI & Reporting, Enterprise and Solution Architecture, Application Development, Security, Governance, Compliance, Service Desk, Incident and Change Management, Asset Management, IT Operations, and Financial Management.
Position Responsibilities
- Oversee Initiatives: Manage IT initiatives for assigned programs, allocate resources, and ensure project deliverables are met.
- Lead and Develop Staff: Ensure staff development, training, and performance improvement within your team.
- Ensure IT Policy Compliance: Maintain adherence to VDOT and VITA policies and standards.
- Program Maintenance: Oversee work processes to ensure quality and consistency.
- Execute and Supervise: Support day-to-day operations, supervise staff, and collaborate with other managers to meet customer needs.
- Manage Projects: Plan, oversee, and deliver technology projects, develop training, and recommend new technologies.
- Strategic and Business Process Management: Define strategic directions, evaluate tools, and identify process improvements with technology solutions.
- Reporting and Metrics: Provide status updates, participate in strategic planning, and track operational metrics to enhance functions.

Minimum Qualifications
- Experience managing IT functions like Governance, Architecture, Service Management, Asset Management, Infrastructure, Application Development, or Data Management
- Financial management skills
- Knowledge of relevant technologies and functions for leading an IT program
- People and resource management skills
- Experience leading IT projects or systems in large organizations
Additional Considerations
- Experience with IT Transformation initiatives
- Experience with Strategic Planning and Exploration
- Knowledge of Organizational Change Management methodologies
- Experience with Virginia’s IT processes
- Ability to work in fast-paced, deadline-driven environments
- Educational background in Computer Science, Information Systems, Engineering, or related fields preferred
