Job summary

The State of Missouri is seeking a Procurement Specialist to purchase technology products and services for state agencies. You will coordinate with multiple resources, schedule workloads, and follow Chapter 34 procurement rules in a dynamic public sector environment.

This role, in the OA-ITSD Fiscal and Administrative Team, requires strong communication, multitasking, and contract management skills, with emphasis on IT-related procurements and vendor negotiations. Excellent benefits are provided.

Qualifications

• Communicate with agencies to determine needs.
• Familiarize with Chapter 34 procurement rules.
• Multitask and prioritize workflows.
• Experience with public procurement preferred.
• IT project management experience is a plus.
• Bachelor's degree preferred.
• Successful background check is required.
• Knowledge of financial resource management.
• Ability to supervise lower-level staff.

Responsibilities

• Communicate with agencies to determine needs.
• Implement a proper procurement path within guidelines.
• Work with Agencies, Project Managers and Business Analysts on procurement.
• Review IFBs, RFPs and RFQs as part of procurement.
• Evaluate and award within procurement authority.
• Manage contracts and renewals, amendments as needed.
• Work with MissouriBUYS, MOVERS systems and SAM II.
• Communicate with vendors and agencies on terms and licenses.
• Handle Statements of Work via QVL and Prime Vendor contracts.
• Secure competitive bids when needed.
• Provide regular status updates for contracts and procurements.
• Cross-train on procurement areas.
• Follow Chapter 34 guidelines and policies.
