Responsibilities

• Communicate with agencies to determine procurement needs.
• Follow established procurement guidelines and processes.
• Work with Agencies, Project Managers, Business Analysts and others on procurement.
• Review formal and informal solicitations (IFBs, RFPs, RFQs).
• Evaluate and award procurements within authority.
• Monitor contracts for renewals, terminations, amendments.
• Work with MissouriBUYS, MOVERS, and SAM II systems.
• Communicate with vendors and agencies on terms, licenses, etc.
• Handle SOWs via QVL and Prime Vendor contracts.
• Secure competitive bids when needed.
• Provide regular status updates on contracts and solicitations.
• Cross-train within the ITSD Procurement department.
• Follow Chapter 34 guidelines and other standards.

• The office for this position is located at the Harry S. Truman State Office Building, 301 W High Street, Jefferson City, MO. 65101.

The Procurement Specialist will be responsible for the purchase of technology products and services needed by state agencies to fulfill their mission. This position is responsible for coordinating with multiple resources, scheduling and prioritizing work.

This position is with the Office of Administration, Information Technology Services Division (OA-ITSD), on the Fiscal and Administrative Team.

• Communicate with agencies to determine needs.
• Implement a proper procurement path within established guidelines.
• Work with Agencies, Project Managers, Business Analysts and others on procurement.
• Perform reviews of formal and informal solicitations such as Invitation for Bids IFBs, Request for Proposal (RFPs), and Request for Quotes (RFQs).
• Evaluate and award within procurement authority.
• Handle a portfolio of established contracts to monitor for renewals, terminating contracts, and amendments that may be required.
• Work with the MissouriBUYS and MissouriBUYS powered by MOVERS systems, and SAM II.
• Communicate with vendors, agencies and others regarding contractual language, agency needs, terms and conditions, license agreements, etc.
• Handle Statements of Work (SOW) acquired via established Qualified Vendor List (QVL) and Prime Vendor contracts.
• Secure competitive bids when needed.
• Provide regular status updates for contracts, solicitations and other procurements as assigned.
• Cross-train on all areas that are handled within the ITSD Procurement department.
• For all job responsibilities, follow Chapter 34 guidelines, as well as established standards, policies and procedures.

• Previous experience with public procurement strongly preferred.
• Previous experience with Chapter 34 requirements preferred.
• Previous experience with IT Project Management.
• Bachelor's degree preferred.
• Successful background check results are required for employment in this position. This may include background checks involving a candidate’s name and/or fingerprints and other screenings as needed for the specific position.

Previous experience with purchasing and IT is preferred, however, due to the nature and complexity of OA ITSD procurement processes, training will be provided.

In addition to those identified in the previous levels: Knowledge of financial resource management. Skill in coordinating procurement activities. Ability to supervise and review the activities of lower-level staff.
