Job Summary

Information Technology Services (ITS) at the MCCCD seeks an experienced IT Manager, PeopleSoft Product Management on the Business Enablement (BE) team. Under the direction of the IT Director, this critical position will manage the PeopleSoft functional team. The IT Manager is responsible for all functional work for PeopleSoft Human Capital Management (HCM), PeopleSoft Financial Management (FMS), and Oracle Planning & Budgeting Service (EPM) systems. This position manages team activities, including assignment and tracking, training, serves as the functional lead for projects, and leads design discussions. The IT Manager is also a focal point for ensuring production support, collaboration with development and security teams, upgrades, and enhancements. This role takes on a product manager stance for HCM, FMS, and MPB products and participates in decision‑making activities related to these products. This role frequently engages with business owners and technical teams to develop new functionality to meet business requirements and enhance existing customizations and applications. In addition to showcasing exceptional functional lead/manager experience with PeopleSoft applications, the person in this role enjoys sharing their knowledge and mentoring junior developers.

Essential Functions
  • 30% – Plan, organize, assign, supervise, review, and evaluate the work of staff; identify training needs and opportunities; support professional growth activities and encourage team members to use MCCCD funds to seek out external trainings/conferences; mentor junior team members.
  • 30% – Oversee the day‑to‑day operational and project support functions of Maricopa's HCM, FMS, and EPM applications; understand PeopleSoft applications setup, business processes, and data model; act as a liaison with business, development, systems, and security teams for the functional support and adoption of new features.
  • 25% – Serve as HCM, FMS, and EPM product manager responsible for integrated solutions across pillars, Oracle Cloud Infrastructure (OCI) hardware and software upgrades, Critical Patch Upgrades (CPU), PeopleTools upgrades, and PeopleSoft Update Manager (PUM) updates.
  • 10% – Research and implement industry best practices, standards, trends, and emerging technologies.
  • 5% – Perform related duties as assigned.
Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in information technology or a directly related field and five (5) years of professional experience in the area related to assignment, which includes two (2) years of supervisory experience. OR an equivalent combination of the conferred degree, education, certification, and directly related full‑time work experience as described above sufficient to successfully perform the essential duties of the job.

Desired Qualifications
  1. Experience leading and managing large‑scale implementation, upgrade, and/or integration projects in a PeopleSoft environment or SaaS Cloud applications.
  2. Experience supervising/managing resources, products, and vendor relationships.
  3. Experience with PeopleSoft HCM, FMS, or EPM applications for mapping business processes to deliver modules and identify areas for enhancement.
  4. Experience supporting and leading full lifecycle implementation activities: configuration, testing, deployment.
  5. Experience designing and developing reports, complex SQL scripts, and PeopleSoft queries.
  6. Experience leading analysis, planning, and requirements gathering for new PeopleSoft HCM, FMS, or EPM functionalities.
  7. For internal applicants: One year of full‑time relevant MCCCD experience during the previous two years.
Special Working Conditions

There is a mandatory minimum in‑office requirement. The selected candidate will need to reside in the Phoenix area or relocate within an agreed upon timeframe. This role may involve after‑hours work and non‑regular business hours. May be required to sit for a prolonged period of time; viewing a computer monitor. May be required to present in large meetings and sponsored events. ITS does not sponsor individuals for any type of work visas.
