Job Summary

The Workforce Analyst Senior plays a key role in advancing workforce initiatives that connect education with the evolving needs of Arizona's industries. As part of MCCCD's Workforce and Economic Development team, this position provides advanced coordination, operational planning, data analysis, and subject matter expertise to support system-wide workforce programs and initiatives.

The role collaborates with internal and external partners to solve complex challenges, improve processes, and ensure workforce programs are effectively implemented and aligned with industry and institutional goals. This position helps strengthen pathways that prepare students for today's and tomorrow's workforce while supporting the needs of Arizona's employers.

Essential Functions

30% - Program Leadership, Coordination, and Administration:

• Plans, organizes, and leads workforce programs using a systems approach
• Coordinates implementation, evaluates effectiveness, resolves complex issues, and provides technical assistance to ensure successful program delivery
• Develops and delivers presentations, reports, training materials, and program documentation
• Provides training and technical guidance to staff and stakeholders

20% - Stakeholder Engagement and Liaison Activities:

• Serves as a liaison between internal departments, colleges, and external partners
• Communicates program information; addresses complex inquiries with judgment and discretion

15% - Data Analysis, Reporting, and Program Evaluation:

• Collects, analyzes, and interprets qualitative and quantitative data
• Develops reports and Key Performance Indicator (KPI) and dashboards
• Evaluates program performance and recommends improvements
• Monitors funding opportunities, program expenditures, and regulatory requirements
• Performs other duties as assigned in support of workforce initiatives

15% - Staff Leadership and Team Coordination:

• Serves as a lead worker by assigning, monitoring, and evaluating work
• Provides guidance, mentorship, and direction to staff (navigators) and project teams
• Supports team performance and accountability

10% - Program Development and Implementation:

• Researches industry trends, workforce needs, and best practices
• Develops and implements program enhancements, outreach strategies, and special initiatives aligned with institutional goals

10% - Compliance, Policy Interpretation, and Eligibility Evaluation:

• Reviews program requirements and evaluates eligibility criteria
• Interprets and applies policies, laws, and regulations
• Ensures compliance with federal, state, and local requirements

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in education, business or public administration, or directly related field and four (4) years of related program management experience, preferably in an educational setting.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

1. Experience in Workforce Development, higher education, or public sector programs
2. Two years experience leading teams or supervising staff
3. Two years experience with data analysis, reporting, and program evaluation
4. Two years experience with grant management and compliance
5. Two years of knowledge of emerging workforce technologies and trends
6. Experience coordinating cross-functional or multi-institutional initiatives
7. Teamwork and collaboration experience
8. One year of full-time relevant MCCCD experience during the previous two years
