Job summary

This position is bond-funded and will be reviewed annually for continued funding and extension.

Under the general direction of the Chief Technology Officer, and in conjunction with the Director of Technical Services and the Director, Technology Customer Support, the IT (Information Technology) Infrastructure Project Manager provides specialized project management for District-wide bond-funded facilities projects. This role ensures that technology infrastructure for new construction and modernizations meets District standards, is delivered on time, within budget, and complies with public works and bond auditing requirements

Essential Duties

• Analyzes, directs, and manages the installation, construction, upgrade, replacement and/or deferred maintenance of various low-voltage IT and networking systems district-wide.
• Coordinates IT project activities with Facilities Services, architects, and MEP engineers to ensure technology requirements are integrated into physical building designs.
• Serves as the primary IT liaison during planning and construction; reviews architectural blueprints to identify and mitigate technology omissions before construction begins.
• Plans technology projects to ensure goals are met on schedule; prioritizes long-lead time equipment procurement (e.g., switches, UPS) to align with building completion dates.
• Monitors project technology budgets; identifies and evaluates risks; ensures bond-fund eligibility for all technology expenses and escalates issues to management.
• Reviews proposals, conducts feasibility analysis, and establishes communication plans; coordinates with the IT Project Manager on District-wide technology standards.
• Ensures project compliance with Division of the State Architect (DSA) requirements, California Public Contract Code, and bond funding mandates.
• Conducts walkthroughs and audits; ensures a satisfactory transition of "care, custody, and control" of IT products (e.g., AV systems, Smart Classrooms) to the end‑users upon building completion.
• Maintains project documentation in collaboration with project sponsors, involved stakeholders, and the IT Project Manager.
• Participates in project management meetings during preliminary planning, bidding, and construction phases, representing the technology interests of the District by interfacing with architects, engineers, or contractors as required by the various projects.
• Participates in the development and continuous improvement of the District's project proposals, charters, plans, reviews, and prioritization processes.
• Participates in the developing, prioritizing, budgeting, and planning of projects, project portfolio management and related initiatives.
• Performs other duties as assigned.

Minimum Qualifications

• Bachelor's degree in Business, Management Information Systems, or a related field.
• Five (5) years of experience in information technology.
• Two (2) years of IT project management.

OR

• Associate degree in Business, Management Information Systems, or a related field.
• Seven (7) years of experience in information technology.
• Two (2) years of IT project management.

Preferred Qualifications

• Three (3) years of experience working on large-scale new construction or bond-funded projects.
• Project Management Professional (PMP) certification.
• Registered Communications Distribution Designer (RCDD) or similar Building Industry Consulting Service International (BICSI) certification.
• Experience with California Public Works procurement and bidding processes.

An active Project Management Professional (PMP) certificate may substitute for two years of experience.

KNOWLEDGE, SKILLS, AND ABILITIES

• In-depth understanding of low-voltage IT, networking systems, IP-based physical security, and complex AV integration.
• Understanding of the principles of quality assurance and quality control across both construction and technology infrastructure projects (e.g., structured cabling, network rooms, low-voltage systems, hardware deployment, and facility modernization).
• Familiarity with Agile, Waterfall, and construction management best practices using tools such as Asana.
• Understanding of construction processes, facilities management, and how IT infrastructure projects integrate with ongoing and future construction projects.
• Expertise in developing, monitoring, and managing project budgets, and experience in cost estimation, financial reporting, and identifying potential financial risks.
• Ability to effectively coordinate with various stakeholders, including Facilities Services, administrators, equipment suppliers, and contractors, to ensure alignment and timely progression of projects.
• Expertise in managing multi-million dollar technology budgets, including cost estimation and bond-fund reporting.
• Proficiency in identifying potential risks, evaluating their impact on projects, and developing strategies to mitigate or eliminate these risks.
• Strong verbal and written communication skills to effectively liaise with project teams, stakeholders, and management, including the ability to present complex technical information in an understandable manner.
• Capable of reviewing project proposals, conducting feasibility studies, and providing well-informed recommendations based on analysis and alignment with organizational goals.
• Ability to ensure that projects comply with all relevant regulations, funding requirements, and contractual obligations, and maintain high standards of quality throughout the project lifecycle.
• Proficient in maintaining comprehensive project documentation and ensuring a smooth transition of IT products and systems at project completion, including effective handover to relevant stakeholders or departments.
