Job summary

Barrow Wise Consulting, LLC seeks an IT Governance Consultant to support a DOJ project, evaluating governance structures, controls, and oversight of IT investments and operations.

The ideal candidate will conduct structured interviews with IT leadership, review policies and architectures, and develop findings with prioritized improvement roadmaps for federal programs. Travel to the DC area may be required, onsite or remote as needed.

Qualifications

• Bachelor's degree required in a related field.
• 8+ years supporting federal agencies or defense organizations.
• Certifications in governance, risk and compliance (CGRC, GRC Professional, FISMA, SOC, PCI DSS).
• Experience with IT governance, risk management, internal controls and audits.
• Experience with IT strategy, cloud modernization or cybersecurity.

Responsibilities

• Evaluate governance structures, controls, and oversight for IT investments and operations.
• Review IT governance frameworks, decision-making processes, and executive oversight.
• Review internal controls, data quality, and compliance monitoring activities.
• Identify control weaknesses, gaps, and risks affecting performance or compliance.
• Evaluate IT operations, infrastructure, apps, and service delivery.
• Conduct structured interviews with IT leadership and stakeholders.
• Review policies, architecture docs, inventories, SLAs, and dashboards.
• Perform lightweight reviews of monitoring tools, ITSM, and PPM tools.
• Analyze incident trends, changes, project delivery, and dashboard usage.
• Assess maturity and document root causes across people, process, tools, governance, culture.
• Develop findings, recommendations, and prioritized roadmaps.
• Prepare executive briefings, working sessions, and audit reports.
• Support implementation planning, KPI development, and coaching.
• Collaborate onsite or remotely with federal stakeholders; attend DC-area meetings.
