Job Type:Full-time (2,080 hours per period of performance; four 10-hour days per week)

Contract Type:Government Contract (Base Year + 4 Option Years)

Position Overview

We are seeking a highly organized and customer-focused IT Coordinator to support the Department of Energy's Naval Reactors Laboratory Field Office (NRLFO) Mission Support Division. This role provides general IT support to personnel at all locations, executes employee on-boarding and off-boarding IT actions, maintains the NRLFO hardware/software knowledgebase, monitors and resolves IT tickets, and coordinates information communication technologies.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from NRLFO IT management.

Key Responsibilities
  • Provide personnel at all locations with IT support by understanding requirements and mobilizing/coordinating support from site personnel
  • Field general IT questions/issues and provide direct IT support to personnel
  • Execute employee on-boarding and off-boarding IT actions
  • Maintain a knowledgebase of current hardware and software in NRLFO to support maintenance, enhancements, and refresh cycles
  • Facilitate item delivery, asset tracking, installation requests, installation progress, product documentation, driver maintenance, and end-user feedback
  • Assist in the approval, installation, configuration, and ongoing support of software
  • Assist/coordinate or develop solutions on issues related to connectivity and configuration of non-enterprise systems
  • Provide or arrange specialized training for unique hardware or software
  • Monitor status of open NRLFO Remedy tickets and assist in tracking, prioritizing, and resolving open tickets with applicable NR IT personnel to ensure tickets are resolved within established service level agreements
  • Identify IT-related trends and problems that prevent NRLFO employees from accomplishing their work, recommend solutions, and take/coordinate actions to resolve
  • Develop, assist, or implement efforts to streamline NRLFO IT-related processes utilizing common NNL processes/systems
  • Coordinate IT support for project-oriented IT requests
  • Coordinate or provide software application development
  • Assist in telecommunication items (scheduling and troubleshooting) for voice (telephone, voice mail, audio conferencing, iPhone), data (faxes, network connectivity), and video (videoconferencing unit, webcams)
  • Ensure new/transferred employees' telecommunications needs are met
  • Build/develop, maintain, review, actively follow, and regularly update documents that track the progress of IT-related tasks and projects/initiatives
  • Interface/communicate with NRLFO IT Branch and Business Management Branch staff
  • Weekly brief NRLFO IT managers on the progress of IT projects and initiatives
  • Actively work to complete tasks, initiatives, and projects to established completion dates
  • Maintain awareness of cyber, physical security, and safety-related rules, policies, and procedures
  • Understand, interact, and communicate with NNL IT to effectively coordinate NRLFO IT initiatives/projects
  • Develop, maintain, and document IT-related policies, processes, and procedures
Deliverables
  • Bi-weekly reports documenting the number of IT issues received, resolved, and outstanding, including resolution times compared against established service level agreements
  • Documented installation, configuration, and support records for software applications
  • Logs of coordination and resolution activities related to connectivity and configuration of non-enterprise systems
  • Records of telecommunications support activities for voice, data, and video systems
  • Maintained and regularly updated IT project/task tracking documentation with weekly briefings
  • Updated and version-controlled IT policies, processes, SOPs, and end-user documentation
  • Evidence of improvements made to the NRLFO knowledgebase
Required Qualifications
  • Bachelor's degree from an accredited college or university OR a minimum of four (4) years relevant experience
  • Project Management experience
  • Microsoft certification or proficiency in Microsoft applications including Word, Excel, SharePoint, and Outlook
  • Demonstrated ability to articulate technical ideas and concepts through verbal and written communications in a clear and concise manner
  • Must be able to obtain a DOE "L" Clearance; U.S. Citizenship required. DOD reciprocity may be used while DOE adjudication is evaluated

  • Experience with software development processes
  • Strong customer service skills, coupled with strong teaming, organization, and interpersonal skills
  • Demonstrated experience in proactively resolving issues and improving processes
  • Demonstrated prioritization abilities and ability to work on multiple tasks and see through to completion
  • Experience supporting employees by facilitating inter-departmental communications
  • Knowledge of systems administration (Active Directory, group policy, etc.)
  • Knowledge of file management, transcription, and other administrative procedures
  • Experience developing and implementing new policies and processes
Schedule & Work Conditions
  • Core hours are 9:00 a.m. to 3:00 p.m. local time, Monday through Friday, except Government holidays or site shutdowns; general office hours may be scheduled from 6:00 a.m. to 6:00 p.m. with start/end times adjustable by mutual agreement
  • Full-time: anticipate 2,080 hours per period of performance, four 10-hour days per week

Security Requirements
  • U.S. DOE "L" Access required; clearance must be obtained prior to start of performance
