About the Opportunity

We are seeking an experienced Business Systems Analyst to support a major public-sector healthcare IT modernization initiative in Baltimore, Maryland.

This position is ideal for an analytical professional who enjoys working directly with stakeholders, translating business needs into technical requirements, and helping organizations modernize enterprise applications and workflows.

The selected candidate will collaborate with program managers, technical teams, and business stakeholders on complex enterprise systems supporting healthcare operations and public services.

Key Responsibilities

• Lead requirements-gathering sessions, stakeholder interviews, and business process workshops.
• Translate business needs into functional and technical specifications, user stories, and acceptance criteria.
• Develop process maps, workflow diagrams, gap analyses, and system requirements documentation.
• Analyze enterprise applications, case management systems, databases, and healthcare information interfaces.
• Collaborate with developers, architects, program managers, and end users throughout the software development lifecycle.
• Support Agile ceremonies, backlog refinement, solution validation, and User Acceptance Testing (UAT).
• Prepare project status reports, recommendations, and presentations for stakeholders.
• Provide technical guidance to supporting analysts and project personnel.

Required Qualifications

• At least 8 years of computer systems experience, including independent work on complex application and systems analysis problems.
• At least 5 years of specialized experience analyzing and designing business applications for complex enterprise, mid-tier, or network-based systems.
• Experience with database management systems, programming concepts, and developing technical specifications for software development and testing.
• Experience gathering requirements, documenting business processes, and translating complex needs into actionable specifications.
• Strong communication, documentation, problem‑solving, and stakeholder engagement skills.
• Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or a related technical discipline; 3 years of equivalent related experience may substitute for the degree.
• Ability to work on‑site in Baltimore approximately 40–65% of the time.

Preferred Qualifications

• Healthcare information technology or public‑sector IT modernization experience.
• Electronic Health Records (EHR), immunization information systems, healthcare data interfaces, or enterprise case management systems.
• Experience with state government IT projects or large‑scale system modernization initiatives.
• Agile/Scrum, Jira, Salesforce, or similar enterprise technology platforms.
• Master's degree in a related discipline.
