This position will be part of MNIT’s Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.
As a member of the ETT BA/QA team, this position is responsible for performing Business Analysis, Quality Assurance, technical design, development, implementation and support activities. The Business Analyst is responsible for working on business solutions.
The Business Analyst position exists to perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met. In particular, this includes participating in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives.
Analyst works with development team members by guiding, consulting, and collaborating on the development, testing, deployment and adoption of solutions. The Advanced Business Analyst also communicates and consults with system user populations concerning system changes and coordinates implementation planning for changes and releases.
Quality Assurance Analyst/Tester duties performed by this position are typically more complex and of a larger scope than those led by less experienced Quality Assurance Analysis/Testing staff. The QA staff at this level require minimal direction, coaching, and mentoring when leading the quality assurance/analysis for projects.
Business Analyst duties performed by this position are typically more routine, less complex and of smaller scope than those led by senior Business Analysts (ITS5). The BAs at this level require more direction, coaching, and mentoring when leading and problem solving for projects.
This position requires an employee to work onsite at 540 Cedar St, St. Paul, Minnesota at least 50% of the time, with limited telework available. Telework eligibility depends on residence:

This position requires a minimum of four (4) years of experience in performing IT business analysis functions.
Experience must include:
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.
