About the Role
The IRA / PWA Compliance Manager will oversee, manage, and enforce compliance with the Inflation Reduction Act (IRA) tax incentive requirements, specifically focusing on Prevailing Wage and Apprenticeship (PWA) regulations. As an Independent Power Producer (IPP) actively developing, constructing, and operating utility-scale PV Solar and Battery Energy Storage Systems (BESS), this role is critical to securing and maximizing our federal Investment Tax Credits (ITC) and Production Tax Credits (PTC).
The ideal candidate possesses deep expertise in federal labor standards (Davis-Bacon Act), corporate compliance, and clean energy tax incentives, working cross-functionally with engineering, procurement, construction (EPC) partners, subcontractors, and legal teams.
Contractor & Vendor Management: Review EPC contracts and subcontractor agreements to ensure the inclusion of strict PWA compliance language. Mandate, manage, and audit monthly certified payroll reports (CPRs) submitted by contractors directly into LCPtracker.
Third-Party Consultant Coordination: Serve as the primary corporate liaison and point of contact for the Owner's third-party audit consultant. Facilitate the seamless transfer of data, resolve flagged compliance exceptions, and collaborate on final audit reports to clear project milestones.
Apprenticeship Program Coordination: Verify that contractors engage registered apprenticeship programs (RAPs) to meet mandated labor hour ratios. Track and organize all documentation and "Good Faith Effort" logs within LCPtracker for streamlined third-party verification.
Recordkeeping & Reporting: Maintain a meticulous, audit-ready database of all compliance documentation. Reconcile internal tracking sheets with reports generated by LCPtracker and the third-party auditor to guarantee absolute data integrity for IRS tax filings.
Software Proficiency: Required hands-on experience utilizing LCPtracker for managing, reviewing, and approving certified payroll reports on large-scale construction projects.
Experience: Minimum of 3–5 years of experience in labor compliance, construction project controls, or regulatory compliance within the construction sector. Proven track record of interacting with external auditors or independent compliance consultants is highly preferred.
