🔎 About the Role

The Senior Construction Project Manager acts as the primary Owner’s Representative, bridging the gap between late-stage development and commercial operations. In addition to overseeing field execution, this pivotal role takes the lead in structuring, negotiating, and finalizing commercial agreements with Engineering, Procurement, and Construction (EPC) partners. You will ensure projects are delivered safely, on schedule, within budget, and under highly protective contractual terms.

Contract Negotiation & Commercial Structuring

  • Lead the drafting, structuring, and negotiation of Limited Notice to Proceed (LNTP) agreements.
  • Drive the commercial and technical negotiation of full Engineering, Procurement, and Construction Agreements (EPCA).
  • Define clear contractual milestones, liquidated damages, performance guarantees, and liability caps.
  • Collaborate with legal and risk management teams to eliminate commercial exposure.
  • Align contract technical exhibits with interconnection requirements and permit conditions.

Project Finance & Tax Equity Integration

  • Lead the engineering and construction due diligence required for successful financial closings.
  • Review, validate, and sign off on all construction milestone documentation, Independent Engineer (IE) reports, and verification certificates required to trigger Project Finance and Tax Equity funding draws.
  • Manage construction schedules and execution risks to ensure strict compliance with Tax Equity milestone deadlines (e.g., safe harbor, continuous construction rules, and partnership flip timelines).
  • Serve as the primary point of contact for lenders' engineers and third-party inspectors during project audits and site visits.

Utility & Off-Taker Requirements Management

  • Ensure the project is designed and constructed in full compliance with all technical, commercial, and operational milestones dictated by the Power Purchase Agreement (PPA) or Off-taker contract.
  • Direct the execution of capacity testing, performance guarantee verifications, and formal Commercial Operation Date (COD) notices required by the Off-taker.
  • Manage the critical grid interconnection timeline, overseeing utility witness testing, back-feed schedules, and telemetry/SCADA data integration.
  • Ensure all EPC activities and substation designs satisfy the utility's transmission system safety, reliability, and grid code compliance metrics.

EPC & Contractor Management

  • Act as the primary point of contact between the Owner and EPC contractors.
  • Enforce strict compliance with EPCA contract terms, milestones, and deliverables.
  • Evaluate and negotiate change orders, claims, and schedule recovery plans.
  • Monitor contractor QA/QC programs to ensure compliance with design specs.

Project Execution & Schedule Tracking

  • Manage the full construction lifecycle from LNTP to commercial operation date (COD).
  • Review baseline schedules (CPM) and track daily, weekly, and monthly progress.
  • Identify critical path risks early and implement effective mitigation strategies.
  • Oversee the commissioning, testing, and grid interconnection processes.

Financial & Budget Control

  • Provide accurate monthly financial forecasting and cost-to-complete reports to leadership.
  • Maintain overall project budget responsibility, tracking all commitments and contingencies.
  • Review and approve monthly contractor progress billings and draw requests.

Stakeholder & Regulatory Alignment

  • Ensure compliance with all local, state, and federal permits, environmental constraints, and interconnect agreements.
  • Manage relationships with local communities, landowners, utilities, and independent engineers.
  • Collaborate internally with Development, Procurement, Finance, and Asset Management teams.
  • Enforce a zero-incident safety culture across all active construction jobsites.
  • Education: Bachelor’s degree in Engineering, Construction Management, Business, or equivalent.
  • Experience: Minimum 8–10 years of project management experience in utility-scale power generation.
  • Sector Expertise: At least 5 years specifically managing utility-scale Solar (PV) and BESS construction.
  • Track Record: Proven experience acting as the Owner's Representative or working directly for an IPP/Developer.
  • Contractual Expertise: Proven track record of leading multi-million dollar LNTP and EPCA negotiations.
  • Financial Acumen: Strong understanding of Project Finance mechanics, Tax Equity compliance frameworks, and PPA milestone enforcement.

Certifications & Travel

  • Certifications: PMP (Project Management Professional) certifications are preferred.
  • Travel: Ability to travel up to 50% to project sites as required.

The expected salary range for this position is $150,000 – 180,000 annually. Actual compensation will be determined based on factors such as the candidate’s experience, skills, education, and location.
