Qualifications

• Master’s degree in social work, psychology, public health, counseling, health administration, or related field.
• Minimum of three (3) years’ experience in behavioral health services, including mental health, substance use, or integrated care systems.
• Knowledge of behavioral health systems, including mental health and substance use disorder treatment systems of care.
• Understanding of evidence-based and recovery-oriented practices for co-occurring disorders.
• Ability to lead cross-system collaboration and facilitate trainings.
• Strong problem-solving, analytical, and stakeholder engagement skills.
• Experience with system-level program development and outcome measurement.
• Experience in system coordination, program development, or public sector behavioral health administration.

Responsibilities

• Coordinate a system of connected services for co-occurring mental health and substance use disorders to ensure seamless care.
• Identify barriers to integrated care and propose solutions to improve service delivery and access.
• Facilitate cross-disciplinary training and workforce development on evidence-based practices.
• Develop and maintain formal referral pathways across mental health, recovery, harm reduction, substance use disorder treatment, and other community services.
• Monitor providers to ensure use of integrated, person-centered service and treatment planning.
• Measure system-level outcomes and recommend improvements.
• Support statewide integrated care initiatives at the local level.
• Prepare and submit required quarterly and annual reports to OMH and OASAS.
• Serve as a liaison between the Local Government Unit, community providers, and state agencies.
