Job summary

Pima County is seeking an Instrumentation and Process Control Manager I to lead automation and control initiatives at the Regional Wastewater Reclamation facility in Tucson. You will guide a technical team, design scalable control platforms, and ensure regulatory compliance through data-driven decisions.

The role requires extensive PLC/SCADA architecture experience, strong project leadership, and a focus on reliability, cybersecurity, and continuous improvement within the industrial environment.

Qualifications

• Bachelor’s degree in electrical, civil or chemical engineering or closely related field with four years of experience in wastewater or industrial process control.
• OR seven years of experience with Pima County in Instrumentation Process Control Supervisor or closely related position including one year of lead/supervisory experience.

Responsibilities

• Develops and executes long-term automation, process control, and asset management strategies to optimize plant efficiency and regulatory compliance.
• Leads major instrumentation, control system, and automation projects from planning through design, programming, implementation, integration, and evaluation.
• Directs, inspects, and evaluates work of automation engineers, control specialists, technicians, and process control staff; mentors team.
• Oversees design, development, programming, maintenance, and lifecycle management of SCADA, PLC networks, instrumentation, and industrial control infrastructure.
• Provides high-level troubleshooting for SCADA/PLC/instrumentation issues to maintain reliable operations.
• Establishes cybersecurity protocols, risk assessments, audits, and security controls for industrial control systems.
