Team Carney seeks an Instructional Systems Designer (ISD) to design, develop, deliver, and evaluate training programs aligned with our missions. You will manage a curriculum of five courses (25–30 modules each) across asset forfeiture, financial management, and legal compliance.

The ideal candidate will blend adult education expertise with facilitation skills for both in-person and virtual environments. Requires current or obtainable Public Trust clearance.

Who You Are & What You’ll Do

The Instructional Systems Designer (ISD) will design, develop, deliver, and evaluate a comprehensive asset forfeiture training program aligned with organizational mission requirements. This role involves managing a curriculum consisting of 5 courses (25–30 modules each) covering the full asset lifecycle, financial management, and legal compliance. The ideal candidate will combine expertise in adult education with classroom facilitation skills to deliver practical, role-based, and performance-oriented training, in particular with developing andmaintainingcourse catalogs and using learning management systems.

What You Bring to the Table - Requirements

Minimum Requirements:

• Security Clearance: Current or obtainable Public Trust clearance
• Education: Bachelor’s degree in education, adult education, curriculum and instruction, or related degree (A graduate degree in education or related fields is preferred).In lieu of a bachelor’s degree, at least ten (10) years of work experience as described below.
• Experience - Methodological Knowledge :At least five (5) years ofworkexperience withformal training administration techniques, such as developing andmaintainingcourse catalogs; using learning management systems to record andretaintraining completions and certifications; preparing training budget support materials; andcollaborating with stakeholders to plan training events.
• Instructional Track Record : Proven professional teaching and facilitation experience spanning both physical classroom and virtual environments.
• Advanced Software Proficiency : Expert-level hands‑on experience utilizing Microsoft Office and corporate productivity suites, specifically:
  • Microsoft Word, Excel, PowerPoint, and Access
  • Microsoft Visio (process mapping)
  • Microsoft Project (timeline/milestone tracking)
• Delivery Platforms : Familiarity or direct experience managing virtual sessions and tracking enrollment through MS Teams, Webex, and federal or institutional Learning Management Systems (LMS).

Compensation and Benefits

• Salary Range: $80,000 – $105,000 annually.
• Salary Disclaimer: Actual compensation is determined by various factors, including but not limited to, the candidate’s unique combination of education, certifications, knowledge, skills, competencies, applied experience, internal and external equity, location, clearance level, as well as contract-specific affordability and organizational requirements.
