Job summary

The Office of the Inspector General (OIG) at City Colleges of Chicago is seeking a senior leader to direct investigations, audits, and reporting to promote integrity across CCC programs and operations.

Reporting to the Chancellor and Board, the Inspector General oversees staff, develops policies, and presents findings and recommendations while coordinating with external agencies to advance efficiency and compliance.

Qualifications

  • Masters or J.D. with strong ethics and integrity commitment.
  • Eight years in investigations/ethics/government oversight with leadership.
  • Knowledge of federal, state, municipal laws and regulations.
  • Demonstrated leadership and organizational management skills.
  • Ability to travel throughout the District as required.

Responsibilities

  • Develops policies and standards for fair, independent investigations and audits.
  • Initiates investigations of conduct by officers, employees, Board members, and contractors.
  • Directs investigators, prepares summary reports, and recommends corrective actions.
  • Reviews complaints and determines appropriate response levels.
  • Advises on strategic and legal investigative matters and interviewing techniques.
  • Prepares final review of findings and recommendations for discipline or action.
  • Delivers presentations for Board meetings on OIG activities and findings.
  • Oversees bi-annual publication of investigations and audits with sustained findings.
  • Sets performance expectations and manages OIG staff development.
  • Manages annual operating budget and coordinates with external agencies.

Job description

The Office of the Inspector General (OIG) is an independent officewithin the City Colleges of Chicago (CCC) with the authority toconduct investigations regarding waste, fraud and misconduct by anyofficer, employee, member of the Board; any contractor,subcontractor, consultant or agent providing or seeking to providegoods or services to CCC; and any program administered or funded bythe District or colleges. Recommendations made by the OIG as aresult of the agency's independent investigations and audits serveto promote economy, efficiency, effectiveness, and integrity in theadministration of the District's programs and operations.

The Inspector General is appointed by the Board of Trustees uponthe recommendation of the Chancellor for a term of four (4) years,which may be renewed.

PRIMARY OBJECTIVE

Reporting to the Chancellor and the Board of Trustees, the Inspector General provides the leadership and vision, aswell as the legal and investigative expertise necessary toeffectively manage, direct and successfully execute the functionsof the Office of the Inspector General. The position oversees allOIG investigations, audits/reviews, reporting, and administrativeoperations to ensure independent and effective identification,investigation, and prevention of waste, fraud, misconduct, andabuse. Performs related duties as required.

ESSENTIAL DUTIES
  • Develops and implements policies, procedures, and standardsgoverning the conduct of fair, independent, accurate, and thoroughinvestigations of complaints and audits/reviews of the Districtsprograms and operations.
  • Initiates investigations and audits of the conduct andperformance of the Districts officers, employees, members of theBoard, agents and contractors, to identify and prevent waste,fraud, abuse, and misconduct.
  • Directs a staff of professional investigators responsible forconducting confidential, complex, and specialized investigations ofcomplaints and audit/reviews, preparing summary reports ofsustained findings, and providing recommendations for correctiveactions.
  • Reviews complaints and allegations of misconduct received frominternal and external sources. Assesses the nature and seriousnessof allegations and determines the appropriate level ofresponse.
  • Provides direction and advises Investigators on strategic andlegal investigative matters, investigative techniques, interviews,evidence collection, and assessment of findings.
  • Provides final review and approval of summary reportsdocumenting findings and results of completed investigations and audit/reviews, and recommendations to address sustained findings ofmisconduct, fraud, inefficiencies and waste.
  • Prepares and delivers presentations and briefings for Board ofTrustees meetings regarding OIG activities, findings,recommendations, and related matters as required.
  • Oversees the preparation and publication of a bi-annual summaryof investigations and audits resulting in sustained findings ofwaste, fraud, or misconduct, and recommendations for disciplinaryand administrative actions and other corrective measures.
  • Establishes performance expectations for OIG staff; evaluatesperformance and addresses performance issues in accordance with HRpolicies.
  • Selects staff within OIG. Directs professional developmentopportunities to ensure OIG staff maintain the knowledge and skillsnecessary to effectively perform their responsibilities.
  • Develops and manages OIGs annual operating budget and monitorsexpenditures to ensure effective stewardship of resources.
  • Coordinates and collaborates with federal, state and municipallaw enforcement agencies and other external oversight entities asappropriate.
  • Performs related duties as required.

QUALIFICATIONS
  • A Masters degree from an accredited college or university inBusiness or Public Administration, Finance, or a related field, ORa Juris Doctor (J.D.) degree from an American Bar Association (ABA)accredited law school.
  • A minimum of eight (8) years of progressively responsibleexperience in investigations, ethics, criminal law, lawenforcement, labor/employment law, government oversight, or relatedfields, including at least six years in a management or leadershipcapacity.
  • Demonstrated commitment to the highest standard of ethics,integrity, independence, and professional conduct.
  • A valid State of Illinois driver's license, with the ability totravel throughout the District to various colleges, satellitelocations, and other relevant sites as required.
  • Designation as a Certified Inspector General (CIG), CertifiedInspector General Investigator (CIGI), a Certified InspectorGeneral Auditor (CIGA), Certified Fraud Specialist (CFS), orcomparable certification strongly preferred.
  • Demonstrated experience conducting and managing complex, largescale investigations involving fraud, misconduct, abuse,mismanagement, or other matters of significant organizationalrisk.
  • Knowledge of District policies, procedures, andregulations.
  • Knowledge of management theory, leadership principles,organizational practices.
  • Knowledge of applicable federal, state and municipal laws andregulations regarding fraud, ethics, government oversight, andcriminal and civil violations.
  • Knowledge of investigative methodologies, evidence evaluation,case management, and reporting standards.
  • Knowledge of investigative research and interviewingtechniques.
  • Demonstrated leadership and organizational management skills,with the ability to lead, develop, and manage a team ofinvestigative professionals.
  • Demonstrated creativity, with the ability to develop effectiveapproaches to complex and evolving organizational challenges.
  • Excellent interpersonal, verbal, and written communicationskills.
  • Excellent research, presentation, and organizational skills,with strong attention to detail.
  • Strong analytical, critical thinking, and problem-solvingskills, with the ability to evaluate complex information anddevelop effective solutions.
  • Sound judgment and decision-making skills, with the ability toevaluate alternatives and determine appropriate courses ofaction.
  • Ability to work independently, exercise initiative, and managehighly sensitive and confidential matters with discretion andprofessionalism.
  • Ability to adapt effectively to changing priorities, evolvingregulations, and a dynamic organizational environment.
  • Ability to work effectively within a culturally diverseenvironment.
  • Proficient in the use of Microsoft Office 365 (Word, Excel,PowerPoint, Outlook, Teams).
$155,000 - $165,000

Offered salary will be determined by the applicant’s education,knowledge, skills, and abilities, as well as other factors such asinternal equity.
