Job description

Reporting to the Director-Labor and Employee Relations, the Specialist II-EEO, Labor & Employee Relations is responsible for conducting investigations into complaints of discrimination, harassment, and employee misconduct; administering human resources rules, policies and procedures; implementing progressive discipline across multiple bargaining units; delivering employee relations training; and interpreting collective bargaining agreements. This role is critical to ensuring City Colleges of Chicago’s compliance with applicable federal, state, and local employment laws, as well as contractual obligations in employment matters.

ESSENTIAL DUTIES
  • Conduct investigations into alleged violations of City College of Chicago’s Equal Opportunity and Title IX Policy, including interviewing parties and witnesses, gathering evidence, preparing investigative reports with analysis and findings, and recommending appropriate disciplinary or corrective actions.
  • Investigate complex employee and labor relations issues and assist in coordinating appropriate responses to achieve effective resolutions.
  • Serve as a hearing officer at pre-disciplinary hearings, grievance proceedings, and Title IX hearings; represent the Labor & Employee Relations Office at meetings related to labor relations matters.
  • Consult with and advise managers and supervisors on adherence to collective bargaining agreements and City Colleges of Chicago policies, including management and employee responsibilities related to discipline and other personnel matters.
  • Evaluate the appropriateness of proposed disciplinary actions related to employee misconduct and oversee the disciplinary process to ensure compliance with District policies and applicable federal, state, and local laws and regulations.
  • Serve as the primary contact for questions from staff and management regarding Americans with Disabilities Act (ADA) compliance and accommodation requests; review and approve employee requests for workplace accommodations in accordance with the ADA and other applicable disability laws.
  • Develop and deliver training on employment‑related topics, including discipline, personnel policies, mandated work rules, EEO, Title IX, and compliance with collective bargaining agreements.
  • Draft and revise policies and procedures to reflect changes in laws and to ensure continued compliance with applicable laws, policies, and regulations.
  • Conduct research on issues related to the collective bargaining process, updates to state and federal legislation, and other topics as assigned.
  • Adhere to CCC Customer Service Excellence standards.
  • Perform related duties as assigned.
REPORTING RELATIONSHIPS

Reports to: Director of Labor & Employee Relations.

Direct Supervision: None.

QUALIFICATIONS
  • A Master’s degree from an accredited college or university in Labor Relations, Employee Relations, Human Resource Administration, or a related field is required. A Juris Doctorate from an accredited law school is strongly preferred.
  • At least one year of relevant professional experience demonstrating knowledge of labor relations, employee relations, equal opportunity, equal access, and discrimination matters. Experience working in a higher education environment is strongly preferred.
  • Bilingual in English/Spanish preferred but not required.
  • An equivalent combination of education and experience may be considered at the discretion of management.
  • Demonstrated experience in conducting workplace investigations, including the ability to assess evidence objectively and reach well-supported conclusions in accordance with City Colleges of Chicago’s Equal Opportunity and Title IX Policy and other applicable policies, work rules, and laws.
  • Working knowledge of federal and state equal opportunity and non‑discrimination laws and regulations, as well as collective bargaining and grievance processes.
  • Excellent verbal and written communication skills.
  • Strong interpersonal skills with the ability to interact effectively with employees at all levels of the organization, students, and external stakeholders.
  • Ability to conduct research and analysis related to legal statutes, ordinances, and regulatory requirements.
  • Ability to manage a high volume of complex and diverse assignments simultaneously, prioritizing competing demands with attention to detail.
  • Demonstrated ability to assess risk, maintain a high level of confidentiality, and exercise sound judgment in sensitive and complex employment matters.
  • Ability to work independently with minimal supervision and demonstrate initiative in fulfilling job responsibilities.
  • Ability to exercise discretion and professionalism in handling sensitive and confidential matters.
  • Proficiency in use of Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams).

$63,394 – $78,000

Offered salary will be determined by the applicant’s education, knowledge, skills, and abilities, as well as other factors such as internal equity.
