Job summary

State of Mississippi seeks an Attorney III in Hinds County to draft and review construction and professional service contracts, amendments, and change orders. You will analyze procurement processes for compliance and interpret state and federal laws affecting OSARC programs.

The role requires bar membership in Mississippi, strong analytic and negotiation abilities, and the capacity to guide agency leadership on complex contractual matters. Office location is Jackson, MS with a full-time schedule.

Responsibilities

  • Review, draft, and provide legal guidance on construction contracts, professional service contracts, agreements, amendments, change orders, and other contractual documents.
  • Review and provide legal assistance with state and federal procurement processes, ensuring compliance with applicable laws, regulations, grant requirements, and OSARC policies.
  • Research and interpret the Mississippi Code, federal laws, regulations, and other legal requirements affecting OSARC and identify potential statutory or policy updates.
  • Provide legal guidance on contract administration, claims, disputes, contract modifications, compliance issues, and potential breaches of contract or default.
  • Review and provide guidance regarding OSARC procurement policies, procedures, document retention, records management, and public records requirements.
  • Provide legal guidance on personnel matters, including employee relations, disciplinary actions, grievances, employment policies, and applicable state personnel requirements.
  • Monitor changes in state and federal laws and regulations and advise agency leadership and staff regarding their impact on OSARC programs and operations.
  • Assist with audits, compliance reviews, legal claims, bid protests, and other matters involving OSARC contracts, programs, and funding.
  • Prepare legal research, opinions, memoranda, correspondence, policies, contract templates, and other legal documents as needed.
  • Provide legal support and guidance to agency leadership, staff, county engineers, boards of supervisors, consultants, contractors, and other stakeholders regarding statutory, regulatory, procurement, and contractual requirements.
  • Coordinate with state and federal agencies, outside counsel, and other legal representatives on matters affecting OSARC.
  • Provide general legal counsel to OSARC leadership and staff and perform other legal duties necessary to support the agency’s contracting, procurement, construction, funding, and operational responsibilities.
