Job summary

State of Mississippi - MS – MDHS is seeking a Lead IT Procurement Officer to oversee IT procurement activities onsite in Jackson, MS. The role requires relocation from day one and involves coordinating requirements, RFPs, and vendor engagements to meet agency IT needs.

The candidate will manage contract activities, liaise with ITS, and ensure compliance with state procurement guidelines. Closing date listed; onsite relocation is mandatory.

Qualifications

• Must gather, document and communicate business requirements and user stories.
• Define and document business requirements, user stories, processes and workflows.
• Experience organizing project teams and work plans for multiple projects.
• Experience as a business analyst and/or project manager.
• Experience working in State Government.
• Experience creating solicitations to acquire IT software and services.

Responsibilities

• Ensure contract management activities for IT procurement are undertaken timely with internal/external teams.
• Provide oversight and project management.
• Make acquisition of products/services/technical staff in accordance with state laws and ITS procurement guidelines.
• Research, evaluate and acquire products based on need and solution desired.
• Create RFPs following procurement guidelines; create other solicitations to acquire goods and services.
• Review/score proposals, bids and quotes.
• Analyze information to determine best products and services for the Agency’s Needs.
• Partner with ITS for oversight and leadership on IT projects.
• Communicate with internal user community.
• Communicate with external vendor community and potential vendors.
