Job Description And Duties

Under general direction provided by the California State Payroll System (CSPS) Production Support Manager (Information Technology Manager I), the Information Technology Specialist II (ITS II), serves as the CSPS Production Administrator. The incumbent provides strategic leadership, direction, and oversight for the production operation, application support services, third-party vendor management. Operational readiness, and continuous service improvement initiatives supporting the CSPS.

The CSPS project is a statewide modernization initiative that replaces the State’s legacy Human Resources (HR) and Payroll systems with cloud-based Software as Service (SaaS) Human Capital Management (HCM) solution.

The incumbent works collaboratively with executive project leadership, the integrated project team, solution integrators, third-party vendors, infrastructure and security teams, and internal and external stakeholders. The ITS II ensures a successful transition from project implementation to ongoing operations. The incumbent establishes operational standards, performance metrics, and continuous improvement strategies to deliver stable, secure, and efficient production operations services supporting statewide payroll processing and HR operations for the California State Departments.

Duties Performed:

• Perform 24x7 production support and administration for enterprise HCM, Payroll, Enterprise Resource Planning (ERP), and other mission-critical business applications. Monitor production environments, system health, performance, availability, and capacity to ensure operational continuity.
• Administer Unix/Linux servers, including user accounts, file systems, processes, system resources, logs, scheduled jobs, patches, and system configurations. Develop and execute shell scripts to automate system administration, monitoring, batch processing, file management, and routine production support activities. Monitor and troubleshoot operating system, network, storage, database connectivity, middleware, and application issues.
• Administer Oracle WebLogic, Apache Tomcat, IBM WebSphere, JBoss, IIS, and other application and web server platforms. Configure, deploy, patch, upgrade, secure, monitor, and tune middleware and application server environments. Monitor and troubleshoot Java Virtual Machine (JVM) performance, application server processes, clustering, load balancing, Secure Socket Layer (SSL) certificates, and high-availability configurations. Perform application deployments, configuration changes, system upgrades, patching, and production maintenance activities. Develop and maintain deployment scripts, automation scripts, health-check utilities, and operational tools to improve production support efficiency.
• Schedule, monitor, and troubleshoot batch jobs and automated production processes. Analyze system and application logs to identify errors, performance issues, and potential production incidents. Respond to production incidents, perform initial diagnosis and troubleshooting, and coordinate resolution with application, infrastructure, network, database, and vendor teams. Perform root-cause analysis for recurring production issues and implement preventive and corrective actions. Execute system health checks and operational readiness activities before and after deployments, maintenance, and system changes.
• Provide support of the IT Help Desk solution and serve as CSPS Tier 2 help desk support and perform Maintenance and Operations (M&O) tasks that include but are not limited to: incident management which includes troubleshooting, technical analysis, and incident identification; analysis and remediation; performing configuration changes; and testing to support needed changes in the production environment.
• Participates in Design, Development, Configuration, and Implementation (DDCI) activities to establish production support requirements, operational processes, monitoring capabilities, support documentation, knowledge transfer, and transition-to-operations deliverables. Acquires and maintains expert knowledge of the CSPS solution and supporting technologies to effectively lead long-term production operations.
• Maintain production support procedures, operational documentation, technical runbooks, scripts, and system configuration information. Support high-availability and disaster-recovery activities, including validation of system configurations and operational readiness. Coordinate production changes, releases, patches, and maintenance activities in accordance with established change management and operational procedures.
• Coordinates production support activities with solution integrators, cloud service providers, managed service vendors, infrastructure teams, cybersecurity staff, business partners, and external stakeholders. Monitors vendor performance against contractual obligations and Service Level Agreements (SLAs), resolve operational issues, and provides executive leadership with production status reports, operational metrics, risk assessments, and recommendations for continuous service improvement.
