Job summary

State of California is seeking an Information Technology Specialist I to analyze, design, develop, and implement highly complex software systems for the Bureau of Firearms. You will serve as a leader in developing application functionality and provide ongoing support to BOF software systems.

Under general supervision, you will participate in all phases of the software development lifecycle, gather requirements, document, and ensure secure web applications using a Linux mixed stack

Qualifications

  • Experience in all phases of the software development lifecycle.
  • Experience documenting throughout the lifecycle.
  • Ability to guide design, development, configuration, and secure web apps using the Linux stack (Java/JS/Oracle/Apache/HTML/JS/XML).
  • Strong knowledge of JSP, Servlets, JMS.
  • Experience with Angular, React or Vue frontend frameworks.
  • Experience with Java apps using Spring/Spring Boot.
  • Spring MVC/Spring Security/Spring ORM knowledge.
  • Maven/Gradle/Ant build tools.
  • JUnit/JTest/TestNG/Spock/Mockito/Cucumber testing tools.
  • SQL/PL/SQL queries and stored procedures.
  • Experience integrating software with complex OS and n-tier architectures.
  • Analyzing current IT architecture to identify weaknesses and improvements.
  • Ability to prioritize projects and adhere to IT standards.
  • Strong work ethic, ability to work independently and meet deadlines.
  • Excellent verbal and written communication, presentation and coaching skills.

Job description

Under the general supervision of the Information Technology Supervisor II (IT Sup II). The incumbent performs at the expert specialist level of this career series to analyze, design, develop, and implement the most complex software systems for the Bureau of Firearms (BOF) program. The incumbent will serve as a leader in the development of application functionality and will provide ongoing support of the BOF software systems.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience participating in all phases of the software development lifecycle including requirements gathering, business analysis, configuration management and quality control.
  • Experience developing documentation throughout all phases of the software development lifecycle.
  • Ability to provide analytical and technical guidance to design, develop, configure, and implement secure Web applications utilizing programming languages including Linux mixed stack (Java/JavaScript/Oracle/Apache/etc.) and HTML, JavaScript, JQuery, CSS, Extensible Markup Language (XML).
  • Strong working knowledge of Java EE components such as Java Server Pages (JSP), Servlets, and Java Message Service (JMS).
  • Experience with JavaScript frontend frameworks such as Angular, React and Vue.
  • Experience developing Java applications utilizing Java frameworks such as Spring and Spring Boot.
  • Strong working knowledge of Spring modules such as Spring MVC, Spring Security, Spring ORM.
  • Working knowledge of Java build tools such as Maven, Gradle and Ant.
  • Strong working knowledge of Java testing tools such as JUnit, JTest, TestNG, Spock, Mockito, and Cucumber.
  • Experience creating and optimizing SQL and PL/SQL queries and stored procedures.
  • Experience analyzing, reviewing, evaluating and integrating software products with the most complex operating systems, layered products, and secure n-tier architectures for mutual compatibility and applicability.
  • Experience analyzing current IT system's application architecture to identify weaknesses and develop opportunities for improvements.
  • Ability to prioritize projects and develop solutions while adhering to overall Information Technology standards.
  • Strong work ethic with the ability to work independently, and to prioritize and manage work to meet critical timelines in a fast‑paced environment.
  • Excellent verbal and written communication, presentation and technical coaching skills.
