The Department of Management (DOM), Division of Information Technology (DoIT) is seeking an experienced and highly skilled Information Technology Specialist 5. This role will oversee the management, maintenance, and security of our Microsoft 365 tenant and related services. This individual will play a key leadership role in supporting enterprise-level collaboration tools, ensuring secure and compliant operations, and guiding the efforts of vendor partners to deliver seamless service to state agencies.
Key Responsibilities
- Manage and maintain Microsoft 365 tenants, including oversight of Teams, SharePoint Online, OneDrive, Exchange Online, and overall tenant administration with expert knowledge of all Microsoft 365 features and services.
- Serve as the enterprise expert for Microsoft 365 services, technologies, and integrations, including hands-on design and implementation of Microsoft 365 solutions and their dependencies.
- Review, enforce, and recommend security configurations for the Microsoft 365 tenant to ensure compliance with organizational security requirements and support collaboration with the State of Iowa CISO.
- Troubleshoot and resolve cross-platform authentication and authorization issues involving Okta, Active Directory, Azure, and Microsoft 365, including synchronization problems between on-premises and cloud directories.
- Oversee vendor engagements related to migrations, product upgrades, incident responses, and security evaluations for Microsoft 365 services.
- Implement and manage email hygiene and message transport policies (MX, SPF, DKIM, DMARC, TLS), perform bulk user/mailbox modifications using PowerShell, troubleshoot mail flow issues, and support Microsoft 365 eDiscovery and authentication federation processes.
- Provide oversight to the vendor-managed service provider, ensuring all configurations, security settings, and operations align with DOM-DOIT requirements, policies, and standards across the Microsoft MTO environment.
- Collaborate with the service delivery manager to resolve customer issues, facilitate smooth transitions from migration to managed services, and support consistent service quality.
- Influence product direction by participating in backlog and prioritization meetings to align feature implementation with agency needs and priorities.
- Stay current with evolving technology and share knowledge with colleagues and stakeholders.
Please note, candidates for this position must reside in the state of Iowa at the time of starting the role.

Background Check Requirements

Minimum Qualification Requirements
- Please note: Applicants must demonstrate the following technical skills on their application materials to pass the initial screening:
Graduation from an accredited four-year college or university and experience equal to three years of fulltime work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites;
OR
an equivalent combination of education and experience substituting the completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government; or eighteen semester hours of accredited post high school course work in one of the specialty areas listed above; or certification by an authorized educational institution/major computer or software producer in an area directly related to one of the computer specialty areas listed above, for the required education;
OR
an equivalent combination of education and experience substituting one year of the required experience for thirty semester hours of the required education;
OR
employees with current continuous experience in the state executive branch that includes experience equal to six months of full-time work as an Information Technology Specialist 4.
