Job summary

State of Michigan is seeking an IT Compliance Analyst within the Department of Technology, Management and Budget (DTMB) for the MDOT area. The role focuses on creating and maintaining System Security Plans for 150+ applications, based on NIST 800-53 and related regulations.

The position supports audits, conducts staff training, and collaborates with IT and non-IT teams. Location is Lansing with a hybrid schedule requiring 2 days in the office weekly.

Qualifications

About DTMB:

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

About this position:

This position will serve as an IT Compliance Analyst within the Department of Technology, Management and Budget (DTMB) Agency Services for the Michigan Department of Transportation (MDOT). This position will support the Michigan Department of Transportation (MDOT) with completing and maintaining System Security Plans for their 150+ applications. Completing and maintaining System Security Plans will require interpretation of the security implemented in these applications based off of NIST 800-53, and other required regulations, policies and frameworks using the State of Michigan’s GRC tool, documentation and other materials as required. This position may also be involved with collecting and organizing responses and documentation for internal, State or Federal audits. Other expectations for this position include, but are not limited to, training IT and non-IT staff on processes within the work area, providing outreach to IT and non-IT staff, data collection and conducting presentations on topics within the work area.

Information Technology Programmer/Analyst P11

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Possession of an associate’s degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information, data communications, networking, systems analysis, computer programming, IT project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

Special Requirements, Licenses, and Certifications

Certain positions may require certification in specific information technology programs.

Position Location

This position is located in Lansing, MI. This position may work a hybrid (remote/office) schedule with 2 days required in the office per week. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Signing Bonus

This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

In accordance with federal law, all new employees must provide proof of eligibility to work in the United States within three business days of beginning employment.

DTMB Human Resources uses E-Verify in conjunction with the federal I-9 form to verify authorization of employment. DTMB does not participate in STEM-OPT.

An official transcript must bear the college/university certification (e.g., seal, logo, watermark, and /or letterhead), Registrar's signature, and date. A transcript with these requirements, with the stamp "Issued to Student" is accepted as an official transcript. Unofficial transcripts will NOT be accepted. An unofficial transcript is:

  • (1) an internet copy printed from the college/university student web account;
  • (2) a transcript stamped with "Student Copy," and
  • (3) a transcript that is labeled as 'Unofficial.'

The official transcript must be scanned and attached to the electronic NEOGOV Civil Service application with one of the following file extensions: pdf, doc, docx, txt, or rft. Degree certificates are not accepted. When attaching transcripts, please name the college/university for each transcript attached.
