Job summary

The Department of Technology, Management and Budget (DTMB) seeks an Information Technology Project Manager 14 to lead and oversee complex IT projects within the PMO, supporting OCTO, CIP and CSS. Qualifications

  • Bachelor’s degree with not less than 21 semester credits in CS, data processing, computer information systems, data communications, networking, systems analysis, programming, information assurance, project management or mathematics.
  • Three years of professional IT project coordination experience; PMP/CAPM/PMI-ACP can substitute for experience; SUITE credits substitutions available.

Responsibilities

  • Provide oversight, leadership, and accountability for one or more large IT projects within the PMO.
  • Coordinate with OCTO, CIP, and CSS to ensure schedules, budgets, and quality meet project scope.
  • Elevate issues and risks to executives and perform project quality control per SUITE methodology.
  • Engage with project teams, manage vendor participation, and communicate with agency leadership.

About DTMB

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

About this position

This position provides oversight, leadership, accountability, and project management functions for one or more large size, complex projects within the Program Management Office (PMO), supporting the Office of Chief Technology Officer (OCTO), Cyber Security and Infrastructure Protection (CIP) and Center for Shared Solutions (CSS) for information technology projects. These projects typically utilize vendor participation and require complex schedules and integration with other systems. Large sized projects typically have durations longer than 6 months with 20 or more team members, require communication at the Agency Leadership level and have a medium to high risk. This position will ensure consistency with the State of Michigan (SOM) project management, investment management and systems engineering methodology (SUITE), perform long‑term release planning based on organizational direction, regularly interact with the project management teams for status of budget, quality and schedule, elevate issues and risks as needed to executives and exercise project quality control activities to ensure project scope expectations are met.

Information Technology Project Manager 14
Position Location

This position is located in Dimondale, MI. This position may work a hybrid (remote/office) schedule with 2 days required in the office per week. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Signing Bonus

This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

In accordance with federal law, all new employees must provide proof of eligibility to work in the United States within three business days of beginning employment. DTMB Human Resources uses E-Verify in conjunction with the federal I-9 form to verify authorization of employment. DTMB does not participate in STEM-OPT.

Education

Possession of a bachelor’s degree with not less than 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, projectmanagement, or mathematics.

Experience

Three years of professional experience equivalent to an IT project coordinator.

Possession of a Project Management Professional, (PMP) certification may be substituted for the experience requirement. Possession of a Certified Associate in Project Management (CAPM) and/or Agile Certified Practitioner (PMI-ACP) certification may be substituted for 1 year of the experience requirement.

Possession of SUITE Certification may be substituted for 2 Educational Credits.

Special Requirements, Licenses, and Certifications

Certain positions may be assigned subclass codes and individuals appointed must possess the required specialized experience.
