About DTMB

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

About this position

This position serves as the Section Manager for the Construction & Leasing Compliance Section within the Real Estate Division. This position is responsible for directing the activities of professional staff and overseeing all statewide lease compliance enforcement and construction compliance activities across both leased and State-owned facilities. The position ensures Lessors meet all contractual obligations, and ensures construction projects—whether landlord managed, tenant managed, or state managed—comply with State of Michigan standards, codes, specifications, and performance requirements.

In state owned facilities, the position is delegated authority (via MOU with the Design & Construction Division) to manage minor construction projects involving interior reconfigurations and remodeling, primarily interior reconfigurations and remodeling, while ensuring full compliance with DCD policies, standards, and escalation protocols. In leased facilities, the position serves as the Owner’s Representative responsible for oversight of all project types, including new builds, major renovations, and tenant build outs. This position provides statewide leadership on construction and lease compliance practices that protect State employees, state assets, and taxpayer resources.

Position Location

This position is located in Lansing, MI. This position may work a hybrid (remote/office) schedule with 2 days required in the office per week. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Eligibility & Authorization

In accordance with federal law, all new employees must provide proof of eligibility to work in the United States within three business days of beginning employment. Education

Possession of a bachelor's degree in any major.

Experience

Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements.

An official transcript must bear the college/university certification (e.g., seal, logo, watermark, and/or letterhead), Registrar's signature, and date. A transcript with these requirements, with the stamp "Issued to Student" is accepted as an official transcript. Unofficial transcripts will NOT be accepted. An unofficial transcript is: (1) an internet copy printed from the college/university student web account; (2) a transcript stamped with "Student Copy," and (3) a transcript that is labeled as ‘Unofficial.” The official transcript must be scanned and attached to the electronic NEOGOV Civil Service application with one of the following file extensions: pdf, doc, docx, txt, or rft. Degree certificates are not accepted. When attaching transcripts, please name the college/university for each transcript attached.
