Job summary

The City of Thousand Oaks is seeking a collaborative and service-oriented Information Technology GIS Analyst I/II to support and strengthen the City’s enterprise Geographic Information System (GIS) environment.

This position will partner with City departments to develop sustainable GIS solutions, improve access to reliable data, integrate GIS with City business systems, and modernize business processes. The role will support the City’s use of GIS as an enterprise platform for data management, analytics, automation, field operations, and informed decision-making.

The vacancy may be filled at either the Information Technology Analyst I or II level, depending on the selected candidate’s qualifications and experience. This is an on-site position with telework opportunities available after successful completion of probation.

Primary Responsibilities:

• Create, maintain, analyze, and present GIS spatial and tabular data.
• Assess business needs and develop sustainable GIS solutions by creating and maintaining data, GIS services, and applications, while regularly reviewing outcomes with stakeholders.
• Develop and maintain GIS scripts, models, automated workflows, and data-validation processes.
• Monitors GIS system performance and performs GIS system patching.
• Recommend GIS solutions, workflows, applications, and data standards to meet departmental needs.
• Provide GIS user support, training, technical documentation, and consultation to City staff.
• Coordinate GIS projects and data needs with City departments, IT, consultants, vendors, utilities, and partner agencies.
• Identify data-integrity issues, coordinate corrections, and recommend process improvements.
• Provide technical guidance and review work performed by GIS team members.
• Participate in GIS planning, system upgrades, data migrations, and technology evaluations.
• Maintain project records, workflow documentation, system inventories, and related files.
• Support GIS integration with the City’s computerized maintenance management system (CMMS), asset-management systems, and other third-party business applications.
• Develop and support GIS data-versioning, editing, reconciliation, posting, and quality-control workflows.
• Maintain, monitor, and troubleshoot server-based GIS applications, services, databases, and scheduled processes to support reliable performance and availability.
• Publish, administer, and maintain GIS web services, web maps, applications, user access, and sharing configurations in ArcGIS Enterprise and other approved GIS platforms.

The ideal candidate should possess:

• IT Analyst I: At least 2 years of strong technical experience in local government GIS development and project management. Ability to work under general supervision using established standards and workflows; handles routine through moderately complex assignments.
• IT Analyst II: At least 4 years of very strong technical experience in local government GIS development, project management, and system administration. Ability to work independently to perform complex GIS work; leads projects and improves workflows and standards.
• Graduation from a four-year accredited college or university with a major in geographic information systems, geography, computer science, or a closely related field, or an equivalent combination of education and experience that would likely provide the required knowledge and abilities.

• Esri enterprise Geodatabase data management, SQL Server Databases, and Esri Branch Versioning.
• Well-developed skills using ArcGIS Pro 3.7 or higher, ArcGIS Enterprise 11.5 or higher, ArcGIS Online, Experience Builder, ArcGIS Dashboards, ArcGIS Field Maps, ArcGIS Utility Network, VertiGIS Applications.
• Familiarity with test environments as well as change control procedures.
• Technical project management experience.
• Effectively manage multiple deadlines, priorities, and concurrent projects and tasks.
• Eagerness and willingness to learn new and challenging concepts.
• Demonstrate excellent written, oral, and interpersonal communication skills.
• Ability to explain technical concepts to non-technical staff or end users.
• Ability to work effectively and collaboratively with all levels of staff.
