Job summary

The City of Pasadena’s Department of Information Technology is seeking a Senior GIS Analyst to design, develop, analyze, implement, and maintain the city’s Geographic Information System. Under general supervision, you will support City and departmental GIS databases and capabilities.

Ideal candidates will have ArcGIS Desktop/Pro expertise, scripting (Python, SQL), Power Automate, Esri geodatabase management, and strong web GIS skills (ArcGIS Online/Experience Builder/Dashboards).

Qualifications

  • Graduation from a four-year accredited college or university with a major in GIS, geography or closely related field.
  • At least four years of progressively responsible GIS experience or equivalent.
  • Public agency experience preferred.

Responsibilities

  • Lead planning, design and implementation of complex GIS solutions and applications.
  • Provide GIS support and training to City staff across the organization.
  • Monitor GIS system performance and perform maintenance.
  • Develop and automate GIS tools and tasks.
  • Deploy and maintain enterprise GIS infrastructure and applications.
  • Perform GIS software installation, server administration and upgrades.
  • Provide on-call IT support for GIS systems to minimize business impact.
  • Analyze geospatial data to support qualitative and quantitative decisions.
  • Create reports, maps, and visual representations of complex information.
  • Ensure data governance and respond to GIS data requests.

Job description

The City of Pasadena’s Department of Information Technology is currently seeking a Senior GIS Analyst to assist in the design, development, analysis, implementation, and maintenance of the city's Geographic Information System. Under general supervision, the Senior GIS Analyst performs professional duties in support of City and departmental GIS databases and geographic information systems capabilities.

IDEAL CANDIDATE

The ideal candidate for this position will have knowledge and/or experience in the following:

  • ArcGIS Desktop suite and extensions 10.8 or higher including ArcGIS Pro 3.4 or higher.
  • Adept with scripting, automation, and programming languages including SQL, Python 2 or higher, Microsoft Power Automate, and ArcGIS Arcade.
  • Esri enterprise Geodatabase data management, SQL Server Databases, and Esri Branch Versioning.
  • Web GIS technologies including ArcGIS Online, ArcGIS Enterprise 11.3 or higher, Experience Builder, ArcGIS Dashboards, ArcGIS Survey123, ArcGIS Velocity.

  • Works with Business Systems Analyst to review and analyze user requirements for GIS services; leads the planning, design, development, testing and implementation of complex GIS solutions, systems, and applications; serves as subject matter expert and technical lead on GIS projects.
  • Serves as a technical resource providing GIS support to City staff; develops training materials and conducts training on the City’s GIS solutions and services for City staff across the organization.
  • Monitors GIS system performance and performs GIS system patching.
  • Maintains user permissions, manages licenses, develops, and customizes GIS tools/scripts and automates tasks.
  • Works with the GIS Administrator on the design, development, analysis, support, deployment, administration and maintenance of new and existing Enterprise GIS infrastructure and applications.
  • Performs the installation GIS software; administers and maintains GIS servers, software, and programs.
  • Works with the GIS Administrator to deploy enterprise GIS systems and solutions; performs GIS system and application upgrades including developing test cases and performing validation prior to full deployment.
  • Provides on-call emergency IT support & performs scheduled maintenance to GIS servers & technology systems at night or on weekends, minimizing impact to City business.
  • Analyzes geospatial data to make qualitative and quantitative decisions.
  • Develop reports, maps and other analysis to create a concise visual or graphic representation of complex information and ideas.
  • Performs spatial analysis and creates specialized informational products from the GIS and related software and applications.
  • Enforce data governance policies and procedures for the accuracy and sustainability of the City’s GIS information.
  • Responds to inquiries from end-users, developers, contractors, and other customers regarding GIS requirements and data.
  • Stay up to date with current GIS technology and trends.
  • Prepares and updates program documentation, user procedures and instructions.
  • Assists city staff with access to enterprise GIS solutions, software, data files and databases enabling users to retrieve and manipulate data effectively.
  • Performs analysis and testing of new enterprise GIS and software applications releases/updates.
COMPETENCIES

The following list represents the core competencies needed for success in this position.

  • Considerable knowledge in the principles, practices, and methods of managing GIS systems, GIS spatial analysis techniques, automation, and database design principles.
  • Ability to perform complex data analysis using various data sources. Knowledge of map creation, cartographic skills and standards.
  • Knowledge of web GIS include maps, features, geoprocessing, and geocoding services.
  • Knowledge of Geodatabase concepts, relational databases, and versioned data editing.
  • Well-developed skills creating spreadsheets and word processing documents.
  • Well-developed skills using ArcGIS Pro 3.4 or higher, ArcGIS Enterprise 11.3 or higher, ArcGIS Survey123, ArcGIS Fields Maps, ArcGIS Online, ArcGIS Enterprise, ArcGIS Experience Builder, and ArcGIS Velocity.
  • Well-developed skills using Microsoft Outlook, Office Suite, SharePoint, and Teams.
  • Experience using Operating systems Windows 11 client, Windows Server 2019 or higher.
  • Experience using reporting services such as ArcGIS Dashboards, Power BI and SSRS.
  • Ability to automate GIS tasks via Python, MS Power Automate, and ArcGIS Arcade.
  • Experience creating scheduled tasks using Windows Scheduled Tasks.
  • Knowledge of SQL database management. Ability to create SQL queries.
EDUCATION AND EXPERIENCE
  • Graduation from a four-year accredited college or university with a major in geographic information systems, geography or a closely related field that required equivalent coursework in geographic information systems, and
  • At least four years of progressively responsible experience in performing professional GIS duties in the uses and operations of geographic information systems to produce products and services; or an equivalent combination of training and experience.
  • Experience in a public agency is preferred.
SELECTION PROCESS

The selection process may consist of a training and experience evaluation, written test, interview panel, department-level interviews and possibly an online assessment.
