Job summary

CDM Smith seeks a Delivery Leader / Program Manager to guide federal construction programs in the Indo-Pacific region, including Hawaii and Guam. You will develop pursuit strategies, lead teams, and collaborate with clients to position and win new work while ensuring on-time, within-budget project delivery.

The role requires a Bachelor's degree and at least 10 years of related experience, with up to 50% travel.

Responsibilities

Develop pursuit strategies, teaming partners, bidding tactics and resources for complex Indo-Pacific projects.
Plan and conduct work requiring judgment in evaluating engineering or construction techniques.
Create project definitions, schedules, budgets and objectives for difficult locations.
Prepare detailed statements of work with WBS and obtain approvals from stakeholders.
Assess project risk and outline mitigations; ensure PM policies are followed.
Manage project costs to ensure profitability and communicate residual risk.
Review project status, monitor risks, and implement mitigation strategies.
Collaborate with team and stakeholders to manage changes to requirements and schedule.
Develop staffing plans and identify outside resources; oversee procurement.
Build and maintain strong client relationships and ensure satisfaction.
Support sales leaders in scoping and costing potential new work.
