Job summary

Wayne State University seeks a Program Manager for the Upward Bound program on the Detroit campus. The role leads recruitment, program delivery, and staff supervision to empower first-generation, low-income students toward higher education.

Responsibilities include coordinating intake, advising, tutoring connections, college applications, and financial aid navigation while ensuring grant objectives and university policies are followed.

Qualifications

  • Master’s degree from an accredited university in education, education administration, educational leadership, higher education, counseling, social work, human services, or related field.
  • 5 years of full-time professional experience in student access/success programs.
  • 3+ years of academic and administrative experience.
  • Experience with program management and budget management.
  • Experience designing, managing, or implementing similar programs.
  • Experience working with high school or college students, TRIO/EOP program preferred.
  • Experience with grant proposal writing, management, and reporting preferred.
  • Experience using data management systems (e.g., Blumen, Banner) preferred.
  • Strong leadership, motivational, programming, and organizational skills.
  • Strong interpersonal, communications, presentation, and information management skills.
  • Knowledge of learning theories and student development theory.
  • Commitment to serving underserved participants for academic success and post-secondary enrollment.

Responsibilities

  • Develop, implement, and manage programming for the TRIO Upward Bound Program to enhance educational success while ensuring grant objectives and regulations are met.
  • Lead recruitment, hiring, onboarding, training, supervision, and evaluation of staff to deliver an innovative academic curriculum.
  • Establish and maintain partnerships with staff, faculty, target schools, and community partners to recruit new students and support continuing participants.
  • Prepare and monitor grant budget; complete annual financial reports; allocate resources in accordance with policies.
  • Develop and manage recordkeeping and data collection systems to track eligibility, services, and outcomes; monitor progress toward graduation.
  • Prepare and submit the UB grant proposals and annual performance reports per DoE guidelines to maintain funding.
  • Perform other related duties as assigned.
