Job summary

JCTM is seeking a Technical Writer & Program Analyst to support the U.S. Coast Guard Civil Rights Directorate in Washington, DC.

You will develop and update standard operating procedures, policies, and manuals while researching government requirements and engaging SMEs to produce clear, data-driven documents. The role involves organizing complex information for reports and responses, supporting FOIA and other official requests, and coordinating multiple projects within timelines.

Qualifications

• Bachelor’s degree in Arts, Science, or a related field.
• At least two (2) years of specialized and/or relevant experience.
• Strong technical writing, editing, research, and analytical capabilities.
• Ability to tailor technical content to the intended audience and purpose.

Responsibilities

• Develop, write, edit, and maintain SOPs, policy documents, manuals, reports, and briefings.
• Support modernization and rewrite of the Civil Rights Manual.
• Organize complex information into structured, navigable documents with visuals.
• Engage SMEs to capture requirements and translate information into clear prose.
• Prepare responses to Government taskers and data requests.
• Coordinate stakeholders and manage multiple projects to meet deadlines.
