Job summary

The City of Portland is seeking a contract management and program coordination professional to support the Impact Reduction Program (IRP). The role emphasizes reviewing complex invoices for accuracy and ensuring vendor compliance with ORS 195.505 and city contracts.

Job Appointment: Full Time. Regular.

Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM. Alternate schedules may be available.

Work Location: Hybrid. This position reports to The Portland Building, 1120 SW 5th Ave, Portland, OR 97201. Remote work must be performed within Oregon or Washington. For more information, click here.

Starting Pay: The City of Portland follows the Oregon Equal Pay Act. Your salary is determined based on the experience listed in your resume that is directly related and equivalent to the position for which you are applying.

Position Summary

This role is responsible for ensuring vendor contract compliance within the Impact Reduction Program (IRP), with a particular focus on reviewing and approving complex invoices for accuracy. The position works closely with residents, community groups, and partner organizations to facilitate discussions about the program and provide community education on IRP operations.

In addition, this position performs analytical and administrative tasks that support the City of Portland’s campsite reporting system. This includes collecting, reviewing, analyzing, and reporting data related to homeless camping activity. The role also coordinates assessment, posting, and prioritization of campsite cleanups using measurable criteria, and ensures vendor compliance with ORS 195.505, Portland City Code, and all contractual obligations.

What you'll do
  • Budget and Financial Oversight - Monitor expenditures, review invoices for contract compliance, and determine appropriate funding pools. Conduct audits to ensure accuracy and accountability.
  • Contract & Vendor Management - Oversee vendor performance, ensuring compliance with ORS 195.505 and all contract terms. Address invoice discrepancies and support continuous improvement of vendor processes.
  • Campsite Cleanup Coordination - Plan, coordinate, and resolve challenges related to campsite cleanups, including situations requiring additional outreach or creative problem-solving
  • Intergovernmental Coordination - Collaborate with other government agencies on IGAs, workgroups, and intergovernmental initiatives. Track spending and contribute to shared policy and programmatic efforts.
  • Community Engagement & Response - Monitor and respond to community reports and inquiries through Zendesk. Field phone calls and emails from community members, providing clear, informed guidance.
  • Public Education & Outreach - Help community members and partners understand the complexities of homelessness, jurisdictional differences, and cleanup procedures—along with their limitations.
  • Cross-Team Collaboration - Work closely with other teams within Portland Solutions to support shared goals, improve coordination, and strengthen service delivery.
  • Program Administration - Provide administrative and analytical support, including assistance with audits and responses to information requests

Applicants must demonstrate how their education, training, and experience meet each of the minimum qualifications listed below:

  1. Experience performing analytical, administrative, or program coordination work, preferably in government, contract management, compliance, homelessness response, or community engagement.
  2. Experience reviewing and analyzing invoices, budgets, or financial documents for accuracy and compliance.
  3. Ability to communicate effectively with community members, stakeholders, and partner agencies, including explaining complex homelessness-related topics with clarity and tact.
  4. Ability to coordinate complex field operations (such as campsite cleanups), resolving challenges creatively, and working across multiple teams and jurisdictions.
  5. Ability to handle sensitive situations with professionalism, tact, and sound judgment.
  • A valid state driver's license and an acceptable driving record.
Preferred Qualifications
  • Bachelor’s degree or higher in public administration, sociology, social work, clinical social work with a focus on addiction or recovery, or a closely related field
  • Experience working with political offices or elected officials
