Job summary

Jobgether, on behalf of a partner, seeks an Evaluation Consultant based in the United States to support international development and digital transformation initiatives through independent, evidence-based assessments. The role involves leading or supporting evaluation activities, creating practical tools, and delivering capacity-building resources.

The position offers fully remote work with assignments lasting from a few days to several months.

Qualifications

• Relevant academic background and practical experience in evaluation, research, or evidence generation.
• Advanced proficiency in English and ability to communicate complex findings clearly.
• Experience conducting diverse evaluation types (strategy, policy, process, outcome, theory-based, realist, program, project).
• Ability to design methodologies, analyze evidence, and translate findings into actionable recommendations.
• Familiarity with mid-range theories, adaptive methods, rapid assessments, syntheses, and value-for-money evaluations.

Responsibilities

• Lead evaluation activities from inception to final reporting across assignments.
• Provide technical guidance and QA for centralized and decentralized evaluations.
• Review terms of reference, inception reports, and draft outputs to strengthen quality.
• Draft evaluation reports and concise briefs with clear conclusions and recommendations.
• Develop capacity-building materials covering theories of change and evaluation methods.
• Support awareness and learning activities to promote evidence-based decision-making.
• Identify risks and propose mitigation strategies for effective implementation.
