Job summary

Witt O’Brien’s seeks a Proposal Specialist in Houston, TX to lead the end-to-end development and on-time submission of competitive proposals, RFP responses, RFIs, and related materials. You will coordinate with operations leaders, subject matter experts, and marketing to craft compliant, client-focused content and win strategies.

The role requires strong writing, editing, and project management skills, with proficiency in Microsoft Office and experience using proposal management tools.

Qualifications

• Minimum of 5 years of experience developing compliant and compelling proposals.
• Bachelor’s degree in business, communications, marketing, or English, or equivalent professional experience.
• Familiarity with federal, state, or local government contracting and procurement processes.
• Experience with AI tools and content management platforms.

Responsibilities

• Lead and coordinate the proposal development process from kickoff through final submission.
• Review RFPs, RFIs, RFQs, and other documents to identify requirements and deadlines.
• Develop schedules, compliance matrices, outlines, and content plans.
• Draft, edit, and format proposal content, executive summaries, and project descriptions.
• Ensure proposals are compelling, compliant, and aligned with win strategies.
