Job summary

Lake County is seeking a Technical Analyst to administer, configure, and continuously improve the Integrated Case Management System (ICMS) for the 19th Judicial Circuit Court and Justice Partners. You will analyze business needs, design technical solutions, and optimize workflows to support court operations.

Responsibilities include configuring ICMS, participating in upgrades, monitoring performance, creating reports, and developing training for staff.

Qualifications

  • Bachelor's degree in computer science, IT, or related field.
  • Relevant certifications (e.g., ITIL, CISA) may be preferred.
  • Experience in system analysis, software development, or IT support.

Responsibilities

  • Support and collaborate with Court and Justice Partners to analyze business needs and deliver technical solutions.
  • Identify areas for improvement and provide recommendations for enhancements.
  • Design, configure, and implement workflows to improve user experience across Court and Partners.
  • Configure, maintain, and support ICMS settings, system requirements, workflows, and other components.
  • Assist in implementation and support of existing and future ICMS components within deadlines and budget.
  • Participate in upgrade planning, testing, deployment, and hypercare support.
  • Monitor system performance, investigate issues, and coordinate resolution with stakeholders.
  • Create standard reports for data-driven decision-making, including cost analysis for upgrades.
  • Develop and support training programs for technical and non-technical staff.
  • Facilitate communication between the Program Manager and Team Leads.

Job description

The Technical Analyst is responsible for the administration, configuration, and continuous improvement of the Integrated Case Management System (ICMS) for the 19th Judicial Circuit Court and Justice Partners. This role collaborates with stakeholders to analyze business needs, design and implement technical solutions, optimize system workflows and integrations, and ensure the ICMS platform effectively supports court operations. The Technical Analyst evaluates system performance, troubleshoots complex issues, develops standards and business requirements, and configures the ICMS environment to deliver scalable, reliable, and efficient solutions.

Hours of Work
  • Monday through Friday 8:00 am to 5:00 pm
  • Support and collaborate with the Court, Justice Partners, team leads, subject matter experts, and end users to analyze business needs and deliver technical solutions.
  • Identify areas for improvement and provide recommendations for technical enhancements, optimizations, and solutions.
  • Design, configure, and implement workflows to improve user experience across the Court and Justice Partners.
  • Configure, maintain, and support ICMS settings, system requirements, workflows, and other application components to meet business needs.
  • Assist in the implementation and support of existing and future ICMS components while adhering to established deadlines and budget constraints.
  • Participate in upgrade planning, testing, deployment, and hypercare support to ensure successful implementations.
  • Monitor system performance, investigate issues, and coordinate resolution with stakeholders and external vendors.
  • Create standard reports to inform data-driven decision-making, including cost analysis reports for proposed enhancements and upgrades.
  • Develop and support training programs for technical and non-technical staff.
  • Facilitate communication between the Program Manager and Team Leads
  • Strong analytical, critical thinking, and problem-solving abilities.
  • Strong organizational skills, including the ability to prioritize and manage multiple projects and tasks.
  • Proficiency in technical system analysis, design, configuration, and implementation.
  • Knowledge and proficiency of programming or scripting languages (e.g., Java).
  • Experience with database concepts, data management, and IT infrastructure.
  • Experience troubleshooting, diagnosing, and resolving system issues.
  • Ability to interpret complex technical requirements, concepts, and issues and communicate them to technical and non-technical audiences alike.
  • Excellent oral and written communication skills.
  • Ability to work collaboratively across diverse, cross-functional teams.
  • Ability to develop technical documentation.
Education & Experience
  • Bachelor’s degree in computer science, Information Technology, or a related field.
  • Relevant certifications (e.g., Certified Systems Analyst, ITIL, CISA) may be preferred.
  • Prior experience in system analysis, software development, or IT support.
