Job description

Under the supervision of the Principal Research Analyst and the Director of Judicial Operations, provide support to the Judiciary and administration in decision‑making through research and program development. Responsible for quality assurance, performance measurement, data analysis, program evaluation, and general research activities. The incumbent will play a crucial role in expanding the department’s ability to implement evidence‑based practices (EBP), develop data‑driven solutions to existing problems, and support the division’s mission of reducing offender recidivism.

  • Provide business and operational support for eCourt and ICMS systems including judicial mass reassignment functions, time-standard management, troubleshooting, and administration of forms and templates.
  • Collect, compile, analyze and interpret qualitative and quantitative data, presenting findings through written reports, presentations, narratives, charts, and other formats to support court operations and the decision‑making process.
  • Participate in the development of research priorities and provide recommendations regarding the feasibility, design, and implementation of performance measure initiatives with emphasis on data analysis and interpretation.
  • Serve as the primary point of contact for external research partners, universities, and internal stakeholders.
  • Coordinate cross-functional team projects by managing timelines, deliverables, resources, and stakeholder communications to ensure successful project completion.
  • Support strategic initiatives including external research collaborations, organizational performance improvement efforts, and integrated Case Management System (ICMS) operational analytics
  • Ensure data quality, integrity, consistency, and compliance across multiple systems and data sources.
  • Perform data validation, cleansing, and quality control processes to maintain accurate and reliable databases.
  • Develop operational analytics related to case management systems, identifying trends, efficiencies, and opportunities for process improvement
  • Support judges with advanced searches and reporting functions
  • Assist judicial officers and court staff with advance system research, reporting, functions, and data retrieval requests.
  • Establish research and evaluation priorities, develop project proposals. Conduct reviews of department programs to assess program goals, objectives, theories of change, and fidelity to best practices.
  • Design, conduct, evaluate programs to measure effectiveness, outcomes, and achievement of organizational goals and performance objectives.
  • Implement protocols to collect and analyze quantitative and qualitative data to support current and future reporting requirements, programs, and projects
  • Partner with Court Directors and administrative staff to develop and implement an annual report of department activities, outputs, and outcomes
  • Participate in special projects, strategic planning g initiatives, and other assignments in support of departmental and organizational objectives.

  • Proficient in Microsoft Excel
  • Knowledge of SQL and statistical tools such as SAS, SPSS, Python, Tableau, Power BI, SSRS

  • Knowledge of computer software applications i.e. word processing, spreadsheets, custom applications, etc.
  • Ability to maintain confidentiality
  • Ability to present quantitative information in narrative or schematic form to diverse stakeholders.
  • Ability to manage multiple projects while meeting deadlines and quality standards.
Education and/or Work Experience Requirements (Ed and/or Other Requirements)
  • Bachelor's degree (B.A. or B.S.) or equivalent in applicable field with courses in research design, methods, and techniques, and computer application required. An equivalent combination of education and experience may be considered.
  • Master’s degree (M. A. or M. S.) in a relevant field with above experience levels preferred.
  • Prior related research experience in the criminal justice/court field is preferred.
Other Qualifications
  • Must possess a valid driver’s license.
  • Must pass a background check.
Physical Requirements
  • Prolonged periods sittingat a desk and working on a computer
  • Must be able to lift to 25 pounds on a as needed basis
  • Moderate ability to operate office equipment.
