Position Summary

We are seeking an experienced ICC Commercial Electrical Inspector (E2) to support the renovation and upgrade of an active water treatment facility on Staten Island, NY.

The Electrical Inspector will be responsible for performing field inspections of electrical construction activities to verify compliance with approved contract drawings, specifications, applicable electrical codes, approved submittals, and project requirements. The role will include inspection of new and modified electrical systems associated with facility rehabilitation, including power distribution, lighting, grounding, conduit and cable systems, equipment connections, control systems, and other electrical infrastructure.

The successful candidate will work closely with the Construction Management team, contractors, engineers, and facility representatives to identify deficiencies, document construction progress, and help ensure that electrical work is completed safely, accurately, and in accordance with contract requirements.

What Success Looks Like

Success in this position means providing consistent, technically accurate, and well-documented field inspection throughout the project. The Electrical Inspector will proactively identify non-conforming work, communicate issues clearly to the appropriate project personnel, and maintain complete inspection records that support quality control, payment verification, testing, commissioning, and project closeout.

The successful candidate will develop a strong understanding of the project drawings and specifications, maintain effective working relationships with contractors and project stakeholders, and help prevent installation issues from progressing into costly rework.

Role Within the Organization

The ICC Commercial Electrical Inspector will serve as a key member of the Construction Management / Resident Engineering team and will provide direct field oversight of electrical construction activities.

The position will coordinate with Resident Engineers, Construction Managers, discipline engineers, contractors, subcontractors, facility operations personnel, and other inspectors to ensure electrical work is properly sequenced and coordinated with civil, structural, mechanical, instrumentation, and process-related construction.

Because the work is being performed as part of the renovation of an active water treatment facility, the inspector will also be expected to understand the additional coordination, safety, operational, environmental, and constructability challenges associated with construction in an operating process facility.

Responsibilities

• Perform daily field inspections of electrical construction activities throughout the water treatment facility.
• Verify that electrical installations comply with approved contract drawings, specifications, applicable electrical codes, approved shop drawings, submittals, and manufacturer requirements.
• Inspect electrical installations including, but not limited to:
• Conduit and raceway systems
• Conductors and cable installations
• Pull boxes and junction boxes
• Electrical panels and distribution equipment
• Switchgear and motor control centers
• Transformers
• Disconnect switches
• Grounding and bonding systems
• Lighting and lighting control systems
• Emergency and standby power systems
• Equipment power connections
• Motors and electrically powered process equipment
• Control and instrumentation-related electrical installations
• Underground and embedded electrical systems
• Verify conduit routing, supports, spacing, penetrations, equipment clearances, grounding, conductor installation, and termination requirements.
• Monitor electrical work performed in wet, corrosive, confined, process, and other specialized environments typical of water and wastewater treatment facilities.
• Review approved electrical drawings, specifications, RFIs, field sketches, submittals, and change documentation relevant to assigned inspection activities.
• Identify deficiencies, incomplete work, and installations that do not conform to contract requirements.
• Immediately communicate significant field issues, safety concerns, conflicts, and potential non-conforming work to the Construction Manager or Resident Engineer.
• Prepare accurate and detailed daily inspection reports documenting:
• Contractor activities
• Workforce and equipment
• Work locations
• Inspected work
• Testing activities
• Significant field conditions
• Photographic documentation
• Maintain photographic records of electrical installations, concealed work, deficiencies, and completed corrective work.
• Verify quantities of installed work when required for contractor payment applications and progress-payment review.
• Witness and document electrical testing, inspections, startup activities, and commissioning procedures as required by the contract documents.
• Coordinate inspections with contractors prior to concealment, energization, concrete placement, equipment installation, or other activities that may restrict future access to the work.
• Verify that deficiencies and punch-list items are corrected before acceptance.
• Support preparation and maintenance of punch lists and project closeout documentation.
• Participate in field meetings, coordination meetings, progress meetings, and inspections as required.
• Coordinate electrical inspection activities with mechanical, civil, structural, and other disciplines.
• Monitor compliance with project-specific safety requirements and immediately report unsafe conditions through established project procedures.
• Maintain professional and effective communication with contractors, subcontractors, engineers, facility personnel, and other project stakeholders.
• Assist the Construction Management team with technical review and field verification related to RFIs, change orders, unforeseen conditions, and proposed field modifications.
• Perform other electrical inspection and construction-management support activities as required by the project.

Qualifications

Required

• Current ICC Commercial Electrical Inspector – E2 Certification.
• Minimum 5 years of relevant electrical construction and/or electrical inspection experience, preferably on commercial, industrial, infrastructure, municipal, or similar complex construction projects.
• Strong working knowledge of electrical construction practices, materials, installation methods, and inspection procedures.
• Working knowledge of applicable electrical codes and standards, including the National Electrical Code (NEC/NFPA 70).
• Ability to read and interpret electrical drawings, one-line diagrams, wiring diagrams, specifications, shop drawings, and technical submittals.
• Ability to identify non-conforming electrical installations and clearly document field deficiencies.
• Strong written communication skills and the ability to prepare detailed professional daily inspection reports.
• Strong verbal communication and interpersonal skills.
• Ability to work effectively with contractors, engineers, Construction Management personnel, and facility representatives.
• Ability to work independently in an active construction environment while coordinating with a multidisciplinary project team.
• Proficiency with standard computer applications used for construction documentation, reporting, email, and document review.

Preferred

• Bachelor's degree in Electrical Engineering (EE) from an accredited college or university.
• Experience with water treatment, wastewater treatment, pump station, utility, or heavy industrial facilities.
• Experience working on renovation projects within active or continuously operating facilities.
• Familiarity with electrical installations associated with pumps, motors, variable-frequency drives (VFDs), motor control centers (MCCs), instrumentation, process equipment, and control systems.
• Familiarity with New York City construction practices and electrical requirements.
• Experience working as part of a Construction Management, Resident Engineering, or Owner's Representative team.
• Experience reviewing contractor payment quantities, change-order work, RFIs, and field conditions.
• OSHA 30-Hour Construction Safety certification or equivalent construction safety training.

Education and Experience

Physical and Site Requirements

This is a field-based position at an active water treatment facility. The inspector must be able to regularly walk through active construction and process areas, climb stairs and ladders where permitted, access equipment and treatment areas, and perform inspections in both indoor and outdoor environments.

Candidates should be aware that, due to the nature of an operating water/wastewater treatment facility, the work environment may include strong and unpleasant process and sewage-related odors, including odors associated with wastewater, sludge, treatment processes, and other facility operations. The successful candidate must be comfortable working for extended periods in these conditions.

The site environment may also include exposure to wet and humid conditions, dust, noise, mud, uneven walking surfaces, confined or restricted-access areas, varying temperatures, weather conditions, and ongoing construction and facility operations.
