Job summary

KALCON is seeking an Instrumentation & Controls Engineer to act as an Owner's Representative for a semiconductor facility campus in Portland, OR. You will provide technical oversight and coordinate facility infrastructure, equipment integration, and operational readiness across manufacturing and laboratory environments.

Qualifications

• Bachelor’s degree in a related technical discipline is required.
• 3+ years of semiconductor manufacturing or facilities experience.
• Experience with facility operations, infrastructure, or equipment installs.
• Familiarity with semiconductor tools and facility systems.
• Strong communication and stakeholder management skills.
• Ability to coordinate across technical and non-technical teams.
• Proficient with project tracking tools (Excel/Project/Smartsheet).
• Ability to work in active manufacturing, cleanroom, and lab environments.

Responsibilities

• Represent the owner's interests during facility, infrastructure, and equipment projects.
• Act as the primary liaison between project teams, facilities, operations, and vendors.
• Coordinate activities across facilities, manufacturing, EHS, and engineering groups.
• Support planning, execution, and tracking of facility modifications and equipment installs.
• Monitor schedules, budgets, and technical specifications for projects.
• Review facility requirements including electrical, HVAC, utilities, and controls.
• Coordinate delivery, staging, startup, commissioning, and turnover of equipment.
• Interface with OEM vendors and facilities teams to resolve issues.
• Verify readiness and availability of infrastructure to support operations.
• Develop project schedules, logs, reports, and documentation.
• Identify risks and constraints; coordinate mitigations.
• Support turnover activities and transition to end users.
• Facilitate stakeholder communication and status updates on milestones and risks.
• Ensure compliance with safety, cleanroom, and regulatory standards.
