Job summary

King County is seeking a Wastewater Construction Management IV - Project Representative to administer a range of contracts (DBB, work order, GCCM, design-build) for capital projects within the Wastewater Treatment Division. You will guide project execution, coordinate with operations, permitting, engineering, and environmental teams, and ensure safety and quality across all phases.

You will bring at least five years in construction management, with proven ability to read plans, manage changes,

Qualifications

• Bachelor's degree in construction management, engineering, or related field or equivalent experience with 5 years in construction engineering/management including 3 years field inspection.
• Ability to read and interpret engineering drawings and specs and provide actionable comments to PMs/engineers.
• Working knowledge of construction laws, ordinances, county policy, and contract terms.
• Knowledge of codes, standard plans, specs, and QC methods.
• At least two years' experience in wastewater or heavy industrial facilities construction.
• Experience coordinating with contractors to ensure contract compliance, quality, safety, and timely delivery.

Responsibilities

• Administer implementation phase on capital projects including DBB, work order, and GCCM contracts as Owner Representative.
• Lead matrixed CIP teams across operations, engineering, permitting, environmental, and staff.
• Ensure plan/spec compliance, manage scopes, schedules, budgets, risk, and QA/QC processes.
• Oversee change orders, dispute resolution, and document control per KC/WTD standards.
• Coordinate project closeout activities and ensure smooth transition to operations.
• Fostering collaboration with diverse stakeholders to meet project milestones.
