Job summary

Strategic Analysis, Inc. seeks a Senior Scientist/Engineer to support the oversight and administration of the DoD/DoW Medical Research, Development, Test and Evaluation (RDT&E) program in the OUSD(R&E).

The role is hybrid with on-site work in Alexandria, VA three days per week. The candidate will develop portfolio management processes, support federal advisory groups, prepare meetings and briefing materials, and assist in policy guidance and budget coordination.

Qualifications

• Bachelor’s degree in medicine, biology, neuroscience, psychology, engineering, or related science field.
• Master’s degree or PhD preferred.
• Minimum five years of relevant experience; ten years for Senior level.
• Proficient in technical research and technical writing.
• Excellent communication, briefing, and meeting-moderation skills.

Responsibilities

• Assist in developing portfolio management for the POM budgeting cycle and roadmaps for subareas of the medical RDT&E portfolio.
• Provide programmatic, technical, and administrative support to federal advisory groups and committees.
• Prepare for meetings with senior DoD personnel; manage agendas, minutes, and briefing materials; coordinate logistics.
• Support management oversight, drafting policy guidance, and coordinating budget and Congressional items.
• Prepare draft papers including technical evaluations, weekly reports, and information papers.
• Create briefing materials with research of technical content, graphics, and production.
• Maintain broad situational awareness of R&D efforts involving human systems.
• Travel: Occasional travel may be required.
