RIVA Solutions Inc. is seeking a Program Control Analyst to provide contract administration, financial analysis, and performance oversight for NOAA NEITS.

The role focuses on CLINs, funding, and contract governance, working with leadership to ensure funding alignment and program success. The ideal candidate will have federal IT or infrastructure program experience, strong Excel skills, and the ability to communicate findings clearly to program leadership.

Qualifications

• U.S. Citizenship with the ability to obtain and maintain a Public Trust clearance.
• Bachelor's degree required in a related field.
• 5+ years of experience in federal program control, contract administration, or financial analysis.

Responsibilities

• Administer and track CLINs, funding allocations, ceilings, and modifications.
• Monitor burn rates, funding balances, and financial performance across tasks.
• Analyze contract types including FFP, T&M, and hybrid structures.
• Support contract modification documentation and funding realignment activities.
• Prepare financial reports, variance analysis, and dashboards for leadership.
• Ensure alignment between labor execution, scope, and funding availability.
