Job summary

RIVA Solutions is seeking a Program Control Analyst to support the NOAA NEITS program with contract administration, financial analysis, and performance oversight. The role focuses on CLIN structures, funding allocations, and contract governance in a federal IT environment.

The ideal candidate has 5+ years of federal program control experience and strong Excel and reporting skills to translate requirements into financial tracking, forecasting, and program transparency.

Qualifications

• U.S. Citizenship with ability to obtain Public Trust clearance.
• Minimum 5+ years of experience supporting federal programs in program control, contract administration, or financial analysis roles.
• Experience with federal contract constructs including CLIN structures, FFP, and T&M contracts.

Responsibilities

• Administer and track CLINs, funding allocations, ceilings, and modifications.
• Monitor burn rates, funding balances, and financial performance across task areas.
• Analyze contract types including FFP, T&M, and hybrid structures.
• Support contract modification documentation and funding realignment activities.
• Assist in development and tracking of program budgets, forecasts, and financial projections.
• Prepare financial reports, variance analysis, and dashboards for program leadership.
• Coordinate SOW inputs, IGCE development, and requirements documentation.
• Ensure alignment between labor execution, scope, and funding availability.
• Track deliverables, milestones, and compliance across the program lifecycle.
• Identify financial and contractual risks and support mitigation planning.
• Coordinate across technical, finance, and program management teams.
