Job summary

RIVA Solutions, Inc. is seeking a Program Control Analyst to provide contract administration, financial analysis, and performance oversight for NOAA NEITS.

This role focuses on CLIN structures, funding allocations, and program governance, requiring collaboration with leadership and cross-functional teams. The ideal candidate has 5+ years in federal program control, strong Excel skills, and experience with FFP/T&M contracts.

Qualifications

• U.S. Citizenship with the ability to obtain and maintain a Public Trust.
• Bachelor’s degree in Business, Finance, Accounting, Public Administration, Information Systems, or related field.
• Minimum 5+ years of experience supporting federal programs in program control, contract administration, or financial analysis roles.
• Demonstrated experience with federal contract constructs including CLIN structures, FFP, and T&M contracts.
• Proficiency in Microsoft Excel and financial reporting tools.

Responsibilities

• Administer and track CLINs, funding allocations, ceilings, and modifications.
• Monitor burn rates, funding balances, and financial performance across task areas.
• Analyze contract types including FFP, T&M, and hybrid structures.
• Support contract modification documentation and funding realignment activities.
• Assist in development and tracking of program budgets, forecasts, and financial projections.
• Prepare financial reports, variance analysis, and dashboards for program leadership.
• Support acquisition lifecycle activities including SOW inputs, IGCE development, and requirements documentation.
• Ensure alignment between labor execution, scope, and funding availability.
• Track deliverables, milestones, and compliance across the program lifecycle.
• Identify financial and contractual risks and support mitigation planning.
• Coordinate across technical, finance, and program teams for transparency.
• Utilize Smartsheet, Excel, and reporting tools to manage workflows.
