Job summary

Quadel Consulting & Training is seeking a Program Compliance Specialist to conduct management and occupancy reviews of Section 8 properties across North Carolina. Hybrid role with one in-office day per week and statewide travel for on-site reviews.

Responsibilities include preparing detailed reports, monitoring health and safety violations, and ensuring HUD compliance through accurate data entry in iREMS and ACAP systems. Strong analytical and communication skills required.

Qualifications

• Bachelor’s degree preferred in Business, Finance, or related field.
• Five years of progressively responsible multifamily project-based experience; 1–2 years in Section 8 property management required.
• Experience with Section 8 programs, property management, or financial analysis preferred.

Responsibilities

• Schedule and notify owners and agents of upcoming management review dates.
• Review property data prior to on-site reviews.
• Conduct Management and Occupancy Reviews.
• Perform on-site reviews of ~5 properties per month.
• Identify health and safety violations and notify owners in writing.
• Conduct follow-up monitoring to ensure corrective actions are completed.
• Submit reports to owners and HUD and enter data into iREMS and ACAP.
