Job summary

Quadel Consulting & Training is seeking a Program Compliance & Fraud Specialist in the United States to ensure HUD regulations are followed and to identify fraud, waste, or abuse within affordable housing programs.

The role involves investigating allegations, reviewing files, analyzing EIV data, conducting audits, and preparing recommendations for management and legal review while maintaining confidentiality and professional standards.

Qualifications

• Bachelor’s degree in a related field or equivalent professional experience.
• 2–5 years of experience in affordable housing, PHA operations, or HUD-regulated programs.
• Strong knowledge of HUD regulations, including the Housing Choice Voucher (HCV) program.
• Excellent analytical and attention-to-detail skills.
• Strong written and verbal communication skills.
• Ability to work independently and exercise sound judgment.
• Must obtain Housing Choice Voucher Specialist certification within required timeframe.
• Certifications within specified timelines.

Responsibilities

• Receive, document, and investigate allegations of fraud, program abuse, or lease violations involving applicants, program participants, and landlords.
• Review applicant and participant files to ensure compliance with HUD regulations and CFR.
• Analyze EIV data to identify unreported or underreported income and recommend actions.
• Conduct comprehensive audits of eligibility determinations, income calculations, rent determinations, and contractual documentation.
• Maintain accurate records of investigations, findings, and compliance activities.
• Prepare written summaries, findings, and recommendations for management and legal review.
• Recommend corrective actions and collaborate with legal counsel, management, and program staff to resolve identified violations.
• Ensure confidentiality, professionalism, and due process in investigations.
• Oversee repayment agreements, update PIC as needed, monitor payment history, terminate defaults.
• Assist with development of fraud policies, forms, procedures, and staff training.
