Job summary

California Franchise Tax Board is seeking an Information Technology Supervisor II to lead a team of Analysts supporting essential tax systems. You will coordinate with business and technology partners to ensure system functionality, data processes, and service quality across Taxpayer Folder and ENS applications.

The role requires strong leadership, collaboration, and the ability to manage multiple priorities in a hybrid telework environment based in Sacramento County.

Qualifications

• Experience supervising systems analysis teams that support enterprise-wide applications and delivering services within the Software Engineering domain.
• Proven ability to establish, document, and enforce communication roles, standards, procedures, policies, and guidelines and monitor compliance with approved processes
• Demonstrated skill in prioritizing and coordinating work across Technology Services Division (TSD) teams and business areas; adept at managing multiple workloads and deliverables while setting clear expectations
• Demonstrated ability to interface effectively with Development teams (e.g., Applications Development), QA and Release management during for release planning
• Customer service orientation with business partners, including partnering to identify and resolve application, system, and process issues to meet customer needs
• Ability to develop and present alternatives and recommendations to management based on sound analysis and logical reasoning
• Experience representing a bureau/department on cross functional teams with divisional, departmental, and/or statewide impact; strong consensus building and cooperation skills
• Workforce planning and people leadership: setting goals and objectives, evaluating performance, recruiting skilled staff, building training plans, and developing staff to maintain required skill sets
• Adaptability to evolving IT environments and willingness to support the section manager and peers as needed (including acting as back up), thriving amid changing priorities

Responsibilities

• Lead a team of Business and Systems Analysts to support the Taxpayer Folder and ENS applications.
• Coordinate work across Technology Services Division teams and business partners.
• Ensure system functionality, data processes, and application behavior meet departmental needs.
• Represent ETSB in meetings, provide guidance on system and data administration.
• Recruit, evaluate, and develop staff; manage staffing levels and training plans.
