The role oversees multidisciplinary teams, ensures program scope, schedule, cost, quality, risk, and customer satisfaction, and communicates with USPTO leadership. Requires Federal IT delivery experience and a Public Trust clearance.

Qualifications

• Bachelor's degree or equivalent experience.
• Experience managing Federal IT delivery programs.
• Experience leading AI, cybersecurity, and DevSecOps teams.
• Knowledge of PMBOK, Agile, Scrum, Kanban, and risk management.
• Executive reporting and stakeholder communication experience.
• Ability to obtain and maintain a Public Trust clearance.

Responsibilities

• Lead overall program execution and FFP delivery.
• Manage security, AI, DevSecOps, governance, and QA teams.
• Serve as primary interface with USPTO leadership and stakeholders.
• Lead Agile ceremonies, sprint reviews, release planning, and executive briefings.
• Manage scope, schedule, staffing, risks, and financial performance.
• Prepare status reports, staffing plans, and risk registers.
• Support contract compliance, onboarding, transition, SOPs, and knowledge transfer.
