Job summary

Steneral Consulting in Denver seeks a Strategic Project Manager to lead the modernization of the statewide probation case management system across 23 districts. You will oversee the full lifecycle from planning and design through data migration, testing, rollout, and decommissioning, ensuring alignment with statutes and directives.

You will coordinate with probation officers, judges, court staff, and partner agencies, manage vendors, and drive change management.

Qualifications

• Bachelor's degree or equivalent experience.
• 10+ years of project management experience; 5+ years with large technology implementations.
• PMP or similar certification preferred.
• Experience with enterprise system replacements and public sector procurement.
• Experience with justice/case management systems.

Responsibilities

• Lead modernization project lifecycle across 23 judicial districts.
• Develop and maintain master schedule, budget, scope, and benefits realization plan; oversee requirements, procurement, design, build, data migration, testing, rollout, and decommissioning.
• Translate strategic goals into project objectives and measurable success criteria; support executive decision-making and governance.
• Oversee solicitation, evaluation, and selection of solution vendors; ensure accountability for quality, schedule, and cost.
• Ensure system aligns with Colorado statutes, Chief Justice Directives, and probation standards; collaborate with legal, policy, and research teams.
• Engage and coordinate with probation officers, supervisors, judges, court staff, and partner justice agencies across urban and rural settings.
• Lead organizational change management, training, communication, and go-live support; ensure system is user-friendly and equitable.
• Identify, track, and mitigate project risks and issues; ensure uninterrupted probation supervision during cutover.
• Provide regular status, risk, and outcome reports to leadership.
• Lead activities such as field observation, user testing, and feedback loops to support system usability and adoption.
