Qualifications

• Bachelor’s degree in a related field; substitutions allowed year-for-year.
• Ten years of progressively responsible PM experience, including complex, multi-vendor tech deployments.
• Experience managing multi-year schedules.
• Enterprise system replacements with data migration and change management.
• Ability to pass a criminal background check.
• Strong PM skills across predictive, Agile, and hybrid methods.
• Clear communication with executives, judicial, frontline, and vendor audiences.
• Discretion handling confidential justice information.
• Experience supporting readiness, communications, training, adoption, and benefits measurement.

Responsibilities

• Lead the full project lifecycle from requirements and procurement through implementation and decommissioning.
• Maintain the master schedule, budget, scope baseline, and benefits realization plan.
• Translate strategic goals into measurable objectives and success criteria.
• Support vendor solicitation, evaluation, and selection per state procurement rules.
• Manage vendors and internal teams against quality, schedule, and cost commitments.
• Track statutes and directives to reflect requirements in system design.
• Coordinate with legal, policy, and research staff on reporting and risk assessments.
• Engage probation officers, supervisors, judges, court staff, and partner agencies across districts.
• Lead human-centered design activities including field observation and user testing.
• Direct change management, training, communications, and go-live support.
• Ensure client-facing features are accessible with plain language and equity.
• Identify and mitigate risks, escalate decisions, and report to leadership.
• Plan cutover to prevent interruptions to probation supervision.
• Prepare executive materials and facilitate escalations across governance lines.
