Job summary

King County's Wastewater Treatment Division seeks a Capital Equity Program Manager to lead equity integration across planning, design, and delivery of the capital program. You will embed ESJ policies, engage with diverse stakeholders, and guide data-driven equity improvements throughout project lifecycles.

You will advise division leadership, support ESJ training, and ensure capital decisions reflect community priorities and county goals.

Qualifications

• Bachelor’s degree in a related field as listed.
• 5+ years building and managing community development or similar programs.
• Commitment to equitable outcomes and understanding of systemic inequities.
• Knowledge of capital project management budgeting, contracting, scheduling, and regulatory compliance.
• Excellent written, verbal, public speaking, and stakeholder facilitation skills.

Responsibilities

• Provide strategic guidance to embed ESJ within the capital program at portfolio, program, and project levels.
• Develop and maintain program documents, tools, workflows, and policies for capital work.
• Collaborate with staff and partners to understand community concerns related to capital decisions.
• Use data to identify underrepresented communities and improve equity outcomes in capital projects.
• Identify ESJ training opportunities and support training delivery across the division.
• Stay current on best practices to advance equity through capital programs.
• Be a champion for ESJ and lead candid conversations on race and equity in the workplace.
